We currently have a vacancy for a Surveyor within the Property Services Team who are part of Corporate Asset Management to inspect police operational administrative and residential properties to initiate and supervise building and building services repair and maintenance and improvement works and to settle financial accounts.

The post holder will have management responsibility for provision of an administrative or technical service to include the maintenance and development of systems and procedures performance management and the development and supervision of staff when required or work which will demand the application of specialist knowledge.

Postholder is responsible to the Department Head / Building Works Manager but will be expected to work without direct supervision and will be required to make decisions using own initiative and experience.

Access to a vehicle suitable for business use is essential.

To be part of the On-Call Rota for Corporate Asset Management.

Key Responsibilities:

  • To respond to requests for repairs and maintenance and carry out regular inspections of all Operational Administrative and Residential buildings within the prescribed area and to diagnose and initiate action on defects as reported and/or identified.
  • To regularly review and update electronic maintenance records and plan for future stock condition works as indicated by building condition professional opinion and current legislation.
  • To liaise with Shared Services to ensure that customers can be kept updated on the progress of works requested and in progress.
  • In liaison with the Property Services Department maintain accurate and up to date health and safety records to ensure that the police force discharges its property health and safety responsibilities in a professional and competent manner.
  • To advise Local Police Area Commanders (LPA) other officers and staff about building matters such as proposed alterations and improvements reprovision arrangements and temporary alternative solutions ensuring that they are suitable and that any disruption to operational requirements is kept to an absolute minimum.
  • To act as Contract Administrator and/or Contract Manager for corporate contracts managing directing and enforcing contract KPIs in a professional and competent manner and leading on building maintenance specific tender specification reviews and evaluations with Procurement.
  • Delivery of agreed projects to support strategic estate management such as the Estates Programme taking over construction and refurbishment projects from Project Officers at a suitable point for management and delivery and leading on property disposal processes with the support of the Estates Officers.
  • To scope and specify minor works projects issue orders for work obtain quotations for work and prepare and submit reports including costs for work in excess of authorised expenditure limits.
  • To inspect contractors work in progress including approval of Risk Assessments and Method Statements and on completion carrying out snagging processing payment and updating records.
  • To act as LPA Site Representative on refurbishment projects and maintenance contracts for the Property Services Department on the prescribed area and attend site meetings as necessary.
  • To provide resilience to the Facilities and Enabling teams where needed directing and leading the team to ensure that service delivery is maintained to current KPIs.
  • To lead on one or more suitable areas of specialism on behalf of the Surveying team such as structural height care plans (for bridges and walls) working at height or complex specialist stakeholder liaison such as CTU as agreed with the Building Works Manager and according to force requirements.

Essential Skills:

  • An appropriate qualification in building and building services is Essential such as B/Tec National HNC in Building Surveying or equivalent time-served skills and experience.
  • To provide advice and guidance on administrative financial and/or technical procedures
  • To produce timely and accurate management information
  • To actively participate in meetings chairing and taking a lead role where appropriate
  • Ensure compliance with force policy
  • Working in partnership with outside organisations
  • Effective financial management and budgetary control/ responsibility
  • Effectively plan and organise activities and resources to meet objectives
  • Must have supervisory experience gained at an appropriate level encompassing successful development of staff
  • Evidence of successfully completing management reports to an appropriate level
  • Evidence of interpretation and application of relevant legislation
  • Should have effective communication and presentation skills
  • Able to use IT and software packages where appropriate

Desirable skills:

  • Appropriate professional membership such as MRICS (Building Surveying) MCIOB MCABE or working towards.
  • Demonstrable experience of managing and developing a team with clear evidence of outputs
  • Evidence of successfully planning and organising work with short- and long-term timeframes
  • Able to work without direct supervision and make complex decisions without the need to refer for guidance
  • Evidence of successfully planning and progressing a series of work within general guidelines using initiative and judgement without recourse to senior members of staff
