Position Description

Global Solutions Ventures (GSV) a joint-venture partnership between ZemiTek LLC and Dexis Consulting Group is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global) a mechanism originally used by USAID to battle against infectious diseases such as malaria HIV/AIDS tuberculosis neglected tropical diseases and pandemic influenza. As of July 1 2025 LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs LEAP provides long-term sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About the Position

The Senior Data and Systems Transition Advisor will provide oversight of MOU implementation plan and support the effective transition of all USG-funded public health programs with a particular focus on strengthening Health Management Information (HMIS) Systems as part of the Operations Center for public health emergencies (COESP) strengthening including but not limited to (Laboratory Information System LIS) District Health Information Software 2 DHIS2 SIS-Comunitário Digital Individual Vaccination Registry ReDIV Supply Chain Management Tool IOTA Supply Chain Management System and Logistics Information and the Integrated Medicine Registration System SIREMA Quantification Analytics Tool QAT and Power BI) in full alignment with the new Presidential Executive Order (EO) directives. The Specialist will work closely with government counterparts implementing partners and other stakeholders to ensure continuity of services strengthen local capacity and enhance the sustainability of public health interventions.

The primary focus of the Data and Systems Transition Advisor will be to provide technical guidance to ensure the Government of Angola Ministry of Health including the National Public Health Directorate (DNSP) National Malaria Control Program (NMCP) National HIV/AIDS Institute (INLS) National Institute of Health Research (INIS) Studies Planning and Statistics Cabinet (GEPE) Information Technologies Cabinet (GTI) adopts and adapts systematic processes of strengthening existing capacity systems and resources necessary to independently plan finance implement and sustain public health programs and services towards self-reliance. The Advisor will support the Government of Angola Ministry of Health in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.

By strengthening data systems and promoting systematic data use the Data and Systems Transition Advisor will provide technical assistance to increase malaria case detection and treatment success reduce stockouts of critical commodities improve ART continuity and viral suppression and ultimately contribute to lower malaria incidence and HIV-related morbidity and mortality.

The candidate will identify programmatic bottlenecks and facilitate solutions through coordinated technical expertise in support of the Government of Angola Ministry of Health (GRA MOH) development objectives. The Advisor will be embedded with relevant Ministry of Health institutions and programs. The Advisor will receive day-to-day direction from U.S Department of State Senior Foreign Assistance Specialist who will serve as the onsite Manager/Supervisor. The Advisor will report to the U.S. Department of State on a weekly and monthly basis as described below.

Responsibilities

Technical Leadership

  • Lead and coordinate activities related to the transition of public health programs to local ownership ensuring alignment with national strategies and donor requirements.
  • Support the design implementation and optimization of HMIS to enhance data quality reporting and use for decision-making.
  • Integrate data from multiple platforms to provide a clearer real-time picture of malaria and HIV program performance.
  • Assess and strengthen supply chain systems to improve procurement delivery availability quality and management of life-saving commodities.
  • Improve quality timeliness and use of routine data for evidence-based decision-making on commodity allocation outreach and funding for malaria and HIV.
  • Strengthen local capacity to analyze and use data at national and subnational levels ensuring that malaria and HIV programs can sustain data-driven decision-making over time.
  • Provide technical assistance and capacity strengthening to government and partner staff on supply chain and eLMIS best practices and associated monitoring and surveillance to ensure accountability and track progress.
  • Develop and implement transition plans including risk assessments stakeholder engagement strategies and monitoring frameworks.
  • Facilitate regular coordination meetings with stakeholders to track progress address challenges and share lessons learned.
  • Prepare technical reports presentations and documentation for internal and external audiences.
  • Monitor and evaluate the effectiveness of transition and systems strengthening activities recommending adjustments as needed.
  • Ensure compliance with organizational policies donor regulations and national guidelines.
  • Together with the partner government provide technical and managerial expertise to GRA MOH health districts and local communities to strengthen institutional capacity.

Management of Program/Activity Implementation

  • Ensure that U.S. government resources are maximized towards achievement of sustained results in program transition and systems strengthening in line with U.S. government laws regulations policies and procedures to prevent fraud waste and abuse.
  • Provide technical support to the Department of State implementing partners and managerial support as needed during the planning design and implementation phases to ensure the quality of interventions and programmatic targets are aligned with programs transition and sustainable approaches.
  • Recommend changes in strategic and/or implementation approaches using analysis of program performance in alignment with America First Global Health Strategy (AFGHS) transition sustainability and country self-reliance objectives.
  • Work with Government of Angola Ministry of Health and stakeholders to ensure that programmatic commodities are purchased in a timely and cost-effective manner; and that absorptive capacity exists in implementation sites to receive manage and distribute these life-saving commodities effectively.
  • Support the design and monitoring of high-impact interventionssuch as optimized case management vector control HIV testing linkage to treatment and viral load monitoringand track whether they are reaching the right (vulnerable and high-risk) populations.
  • Participate in quantification (forecasting and supply planning) meetings to inform HIV and malaria commodity quantifications that will guide donor procurements. Troubleshoot bottlenecks in the ordering and delivery process.
  • Provide expert advice and practical experience in helping the GRA MOH DNSP and the NMP and other partners to monitor inputs outputs and outcomes and report on the programs overall impact.
  • Work with the DNSP NMCP INLS and other stakeholders to develop monitor and evaluate the transition implementation plan through existing GRA MOH institutions and programs systems.
  • Ensure timely and accurate reporting of program activities achievements and lessons learned to internal and external stakeholders.

Coordination of Data and Systems Stakeholders

  • Facilitate regular coordination with government counterparts implementers community-based and faith-based organizations and other relevant stakeholders to ensure effective collaboration and alignment with national priorities.
  • Lead the development and execution of detailed work plans for program transition and systems strengthening activities ensuring clear timelines deliverables and roles for all stakeholders.
  • Ensure effective communication and coordination between the GRA MOH DNSP INLS NMCP INIS Global Fund Prime Recipients and others as appropriate to promote optimization and avoid duplication of effort and programming gaps.
  • Coordinate with other stakeholders and support efforts to address public health programs underfunding and promote domestic funding mobilizations.
  • Participate in and contribute to HIV and malaria related service delivery meetings hosted by the NMCP and INLS.

Communications

  • Regular conference calls with U.S Department of State to review progress discuss activities and address emerging issues.
  • The Advisor should provide information and avail him/herself for calls/meetings with the U.S Department of State as requested.
  • The Advisor will provide monthly reports to the U.S. Department of State.

REPORTING:

The Advisor will provide a detailed monthly report to the U.S. Department of State submitted by the 5th day of the following month. Additionally the Advisor will submit a weekly progress report to the U.S. Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week. The format for reporting may be adjusted with concurrence from the GOR/COR.

Qualifications

  • Masters degree or local equivalent from an accredited program in Public Health International Development Health Social or Behavioral Sciences Epidemiology Biology Infectious Disease Medicine Pharmacy or immunization health systems supply chain management information systems or a related field.
  • Minimum of 7 years experience in public health program management with a strong focus on infectious disease outbreak response HIV malaria supply chain and/or HMIS strengthening preferably in low- or middle-income similar setting countries.
  • Prior experience working with or for bilateral or multilateral donors/stakeholders such as the World Bank the Global Fund or national-level public sector projects and ensuring compliance with U.S. Government rules and regulations.
  • Demonstrated experience with program transition processes and capacity strengthening.
  • Strong understanding of health supply chain and HMIS concepts tools and best practices.
  • Excellent communication coordination and stakeholder engagement skills.
  • Ability to work independently and as part of a multidisciplinary team.
  • Excellent interpersonal skills and ability to work in a cross-cultural work environment.
  • Proficiency in English and Portuguese required; knowledge of additional languages is an asset.
  • Excellent written and oral communication in English and report writing skills.
  • Good computer skills and familiarity with Microsoft Office Programs.
  • Excellent organizational planning negotiating and problem-solving skills.
  • Experience with USG-funded public health programs.
