The nations leading public health agency The New York City Department of Health and Mental Hygiene (DOHMH) is seeking a Policy Analyst/Auditor to join DOHMHs Bureau of Audit Services
the internal audit function for DOHMH. The Policy Analyst/Auditor will report to the Audit Director who reports to Assistant Commissioner of Audit Services and Medicaid Compliance Officer.
Duties will include but not be limited to:
Policy and Procedure Audits:
oConduct audits of organizational policies and procedures to ensure compliance with federal state and local regulations as well as internal standards.
oIdentify gaps inconsistencies or areas for improvement in health policies and procedures.
oPrepare detailed audit reports summarizing findings recommendations and corrective actions.
oManage external audits conducted by NYS NYC federal auditors and other funding organizations consistent with Audit Services external audit process.
-Regulatory Compliance:
oStay informed about current health policy regulations laws and industry standards.
oAssist in ensuring organizational policies and procedures align with applicable regulatory requirements.
-Data Analysis and Reporting:
oCollect analyze interpret and present data related to health policies and procedures.
oDevelop clear and concise reports presentations and dashboards to communicate findings to stakeholders.
-Collaboration and Stakeholder Engagement:
oWork closely with internal departments to understand existing policies and procedures.
oCollaborate with cross-functional teams to implement recommended changes and improvements.
oProvide support during internal and external audits.
-Process Improvement:
oAssist in developing and updating policies procedures and workflows to enhance efficiency and compliance.
oContribute to the creation of tools and resources to support policy implementation and monitoring.
oEnsure documentation of all audit steps in the Audit System TeamMate.
oMonitor the audit progression and data integrity through periodic review of reporting from the audit system TeamMate and take corrective action as necessary.
oTrack implementation of corrective action plan.
oUpdate Audit Guide Standard Operating Procedure (SOP) and templates on an annual basis as needed. Additionally the Policy Analyst is expected to perform any special project as requested by Audit Services Senior Management.
Preferred Skills
-A masters degree from an accredited college or university in a relevant field such as public health epidemiology social sciences statistics mathematics environmental science or a related field.
-Some internal audit experience and/or policy review experience
-Highly organized motivated and self-directed professional;
-Ability to analyze large data set using advanced excel Power BI ACL etc. and present the data analysis clearly
-Excellent oral written and communication skills; ability to work independently when given specific instructions;
-Excellent interpersonal and relationship building skills;
-Ability to adapt to change quickly and follow directions;
-Capable of handling multiple projects at the same time and meet deadlines;
-Demonstrate flexibility in responding to changes in assignments and job responsibilities;
-Research and interprets rules and regulations methods and procedures.

Qualifications :
1. For Assignment Level I (only physical biological and environmental sciences and public health) A masters degree from an accredited college or university with a specialization in an appropriate field of physical biological or environmental science or in public health.
To be appointed to Assignment Level II and above candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and one year of full-time experience in a responsible supervisory administrative or research capacity in the appropriate field of specialization; or
2. A masters degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least a masters degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.
