Responsibilities & Qualifications
Key Responsibilities
- Lead the implementation and continuous improvement of Agile frameworks (SAFe) across multiple teams and programs.
- Coach mentor and develop Scrum Masters Product Owners and Agile team members to build a self-sustaining agile culture.
- Establish and track Agile metrics (velocity cycle time throughput quality) to assess team health and drive data-informed improvements.
- Partner with senior leadership to align Agile practices with strategic business objectives and portfolio management processes.
- Facilitate cross-team coordination dependency management and program-level ceremonies (PI Planning Scrum of Scrums retrospectives).
- Identify and remove organizational impediments to Agile adoption including process bottlenecks cultural barriers and tooling gaps.
- Define and maintain Agile governance standards including Definition of Done working agreements and release management practices.
- Drive community of practice initiatives to share knowledge patterns and lessons learned across the enterprise.
- Evaluate and recommend agile tooling solutions (e.g. Jira Azure DevOps Rally) that support team workflows and reporting needs.
Required Qualifications
- Active Top Secret clearance with the ability to obtain Sensitive Compartmented Information access required.
- Bachelors degree in Computer Science Software Engineering or a related technical field
- 8 years of experience with Agile
- Extensive experience leading Agile and SAFe implementations in large scale complex software development environments
- Proven ability to manage cross functional teams delivering enterprise level applications and services
- Strong understanding of software development life cycles DevOps practices and cloud based architectures
- Strong leadership communication and stakeholder engagement skills across technical and non-technical audiences
Preferred Qualifications
- 3 years in an Agile coaching or practice lead capacity
- Demonstrated experience scaling agile across multiple teams or an enterprise environment.
- Deep working knowledge SAFe framework
- Certified SAFe Program Consultant (SPC) ICAgile Certified Expert (ICE-AC) or equivalent advanced agile certification preferred.
- Strong facilitation conflict resolution and stakeholder management skills.
- Excellent written and verbal communication skills with the ability to influence at all organizational levels.
- Experience with Agile project management tools (Jira Azure DevOps Rally or equivalent).
- Familiarity with DevOps practices CI/CD pipelines and Lean Portfolio Management concepts.
- Experience leading Agile transformations within the government is a plus.
Overview
The Agile Practice Lead (Senior) is responsible for driving agile transformation and maturity across the organization. This role champions agile principles coaches teams and leadership and establishes scalable frameworks that enable high-performing delivery. The ideal candidate blends deep expertise in Agile methodologies with strong leadership facilitation and organizational change management skills.
In addition the Agile Practice Lead partners with senior leadership to align Agile practices with strategic business objectives. This includes establishing governance standards facilitating cross-team coordination and building a sustainable Agile culture through coaching mentoring and community-of-practice initiatives.
This contract supports a government agencys capability to ingest process and analyze massive volumes of digital evidence into actionable intelligence. The program drives full lifecycle development from building scalable applications and forensic tools to integrating enterprise services and maintaining hybrid cloud and classified infrastructure. The work ensures users can securely access review and collaborate on evidence in real time. This strengthens national security and investigative outcomes by combining advanced analytics cloud technologies and Agile delivery to give investigators faster more reliable insight into complex digital evidence.
