Job Summary

Capital Bond Finance Accountant - Capital Bond Department

This is a year round position that issubject to continuation of Capital Bond funding.

Salary will be dependent on experience.

DEFINITION

Under the supervision of the Capital Construction Program Manager the Capital Bond Finance Accountant manages financial accounts and records in the Office of Capital Construction to ensure the successful delivery of capital improvements for the West Linn-Wilsonville School District.

DISTINGUISHING CHARACTERISTICS

This position requires organizational and management skills and experience with accounting public capital finances and modern computing. Engages with a range of public agencies programs and consultants to ensure capital finance compliance. Solves complex accounting systems problems that are of a unique or non-recurring nature.

EXAMPLES OF DUTIES

Capital Fund Accounts Payable:

  • Oversees tracks and manages purchase order commitment and invoice processes.
  • Oversees capital fund accounts payable
  • Oversees review and processing of capital fund vouchers and credit card statements

Capital Fund Cash Management:

  • Requests funds from LGIP accounts to capital fund checking accounts to ensure funds are available to support invoices and payment applications
  • Prepares journal entries as required
  • Reviews bond payroll and performs associated funding transfers
  • Creates tracks and manages retainage accounts in coordination with bank
  • Tracks and logs capital construction fund accounts reimbursements

Capital Grant & Reimbursement Programs:

  • Researches and prioritizes funding and reimbursement opportunities
  • Oversees tracks and logs capital construction grant and reimbursement program applications accounts and reimbursements such as OSCIM PPC ETO SEM
  • Leads engagement with partner agencies and consultants
  • Provides leadership and guidance to district team ensures financial grant and reimbursement compliance

Capital Fund Financial Reconciliation:

  • Oversees regular financial reconciliations
  • Reviews financial reconciliation findings with Capital Construction Program Manager
  • Creates and runs miscellaneous financial reports as needed

Capital Fund Financial Audits:

  • Oversees internal contract audits for contractors and consultants prior to final payments
  • Tracks and manages annual monthly and contract financial audits and reconciliations both internal and external.
  • Reviews project budgets commitments and expenditures. Review findings with Project Managers and Capital Construction Program Manager
  • Oversees the preparation of responses to auditor requests review with Program Manager

Program and Project Financial Process Management:

  • Participates in project forecast reviews prepares and implements budget transfer requests

Builders Risk Insurance Management:

  • Coordinate with project managers and architects to complete builders risk insurance application forms
  • Submit completed forms for review.
  • Submit signed forms to insurance broker for review and quote.
  • Review quote and submit for review and signature
  • Submit signed forms to insurance broker.

Program and Project Procurement

  • Participates in selection processes as member of the scoring committee where applicable including reading evaluating and scoring of technical submittals then discussing relative merits of each proposal with selection committee prior to final scoring and selection.
  • Prepares and maintains written capital procurement guidance in alignment with latest regulations including Oregon Revised Statutes advises department in procurement compliance

Program Management Software Administration

  • Add and remove users
  • Train and support new users
  • Maintain and update training documentation

Project Permits:

Other duties or tasks assigned by supervisor.

DESIRABLE QUALIFICATIONS

Knowledge of:

  • Advanced skill in use of computers and office software required
  • Oregon public finance and contracting regulations
  • Oregon public school district accounting
  • Infinite Visions accounting software

Ability to:

  • Communicate effectively with community members contractors and staff
  • Understand and follow oral and written directions
  • Take on new challenges and tasks
  • Routinely lift up to 50 pounds unassisted and over 50 pounds with assistance
  • Complete all district required trainings

Education:

  • Bachelors or Associates degree in accounting or similar area and two years experience in similar field of work
  • At least two years experience in construction accounting or financial management
  • Applicant should be well organized and able to work independently on tasks assigned
  • Experience in similar K-12 school environment preferred
