TEAM/PROGRAMME: Program Development Quality and ImpactLOCATION: Greater Cairo with frequent travel to project sites in different governorates
GRADE: 2CONTRACT LENGTH: Fixed Term Contract Till end December 2026

CHILD SAFEGUARDING: (select only one)

Level 3: The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

Child protections broad strategy has 4 key sub-themes; Children without Appropriate Care Addressing Violence against Children Children and Work and Child Protection System Strengthening. Country teams are expected to work on one or more of those sub-themes and to integrate their work where possible with health mental health cash education livelihoods and other thematic areas.

ROLE PURPOSE:

The Child Protection Technical Advisor (CP TA) leads in shaping child protection technical strategies in line with SCI Egypts strategic priorities and is accountable for ensuring that all child protection interventions follow global approaches and standards and are of a high technical quality. Working with teams across the organisation the CP TA is accountable for the quality of SCIs child protection programming in Egypt Country office. The role will contribute to project and proposal development as well as provide advice to ensure communications development and products adhere to protection standards. A key function for this role is to develop close working relationships with Program and Project teams across Egypt in both development and humanitarian contexts. The role will also maintain effective relationship with SC regional and global protection counterparts and colleagues from other SC offices globally.

The CP TA Advisoris also responsible for building the technical capacity of the CP team and partners in Child Protection and keeping up to date with initiatives and developments in the field of child the CP TA will play a critical role in networking and relationship building with key stakeholders at international and national levels and provide direct technical support to national agencies on selected initiatives. Current thematic priorities for this position include protection of children on the move or at risk of unsafe migration case management strengthening child protection systems violence against children alternative care community level child protection and child protection mainstreaming across other sectors of interventions. The role is expected to collaborate with the MEAL team to develop learning agenda for CP and generate evidence for quality programming and advocacy. The position is Cairo-based and includes regular travel to Save the Children Egypts program locations across Egypt.

In the event of a major humanitarian emergency the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Role Dimensions: The National CP Adviser is expected to work in close collaboration with PDQI; including MEAL and other thematic Advisers and with other sectors including education cash health and nutrition mental health livelihoods GBV within the organisation. The post holder will work most closely withthe Child Protection Teams in-country. S/he also maintains contact and coordination with relevant development sector and humanitarian organizations.

KEY AREAS OF ACCOUNTABILITY:

Country program strategy and planning

Lead the development and rollout of the CP strategy for Save the Children in Egypt.

Provide CP technical input to the development of country office strategic plan annual plans PDQI plans area plans response and emergency preparedness plans sector strategies and other planning documents.

Review and update child protection technical strategies in line with SCI Egypts strategic priorities and SCI global child protection initiatives.

Contribute to SCI country program planning and reporting on child protection thematic priorities.

Identify research opportunities and gather evidence to develop innovative programs.

In collaboration with the PDQ/ MEAL team ensure appropriate timely and accurate data collection against CP and programthat feed into high quality reports for external and internal audiences and donors.

Review programme and donor reports on child protection project activities in compliance with internal SC requirements and any relevant external donor requirements.

Develop budgets for CP programs and proposals.

Program planning support and quality:

Provide strategic direction and advice to the project Managers and team playing a significant role in defining strategies plans and results aligning programs with SC global strategies breakthroughs and standards including the Minimum Standards for Child Protection in Humanitarian action.

Provide advice guidance and oversight to the CP Manager and program team to ensure that thematic programme components are technically soundimplementation methods are consistent with national and global strategies acknowledged good practice and are likely to achieve scale and sustainable results.

Conduct monthly follow up meetings with the different CP programs and projects and provide technical supervision ensuring adherence to SCI standards.

Conduct technical reviews of all CP activities and conduct quality assessments.

Supervise the Case Management (CM) Specialist and ensure that technical support and supervision are conducted timely to the case management and other protection staff to be aligned with Child Protection Minimum Standards Save the Childrens Steps to Protect Common Approach and UNHCR best interest assessment (BIA) process;

Supervise the CM Specialist in conducting monthly internal coordination meetings with all case management supervisors to provide the technical support needed support inter-projects coordination and review progress of the newly adopted case management Standard Operating Procedures (SOP).

Provide technical support on complex and emergency CP case management cases and closely follow up on case by case basis to ensure all aspects are well handled by the respective project team.

Collaborate with other sectors to promote Centrality of Protection throughout sector plans and support integrated programming between sectors.

Ensure recognized international good practice SCI policies and global approaches are applied in work with children.

Strengthen program learning and documentation on child protection in collaboration with the MEAL Manager.

Work closely with the HR team lead on recruitment and induction of Child Protection key staff / support the identification of appropriate local partners and community based organizations; and

Networking coordinationand external communication:

Coordinate and cooperate with regional and globaltechnical advisors andsurge teams during emergencies.

Establish strong relationships with Child Protection Global Theme Save the Children members government ministries national councils donors UN agencies and Civil Society Organizations.

Represent Save the children in CP coordination platforms including working groups sub working groups and other coordination mechanisms and liaise closely with relevant authorities at subnational and national levels.

Provide technical expertise in the development of sector strategies within Inter-agency coordination forums ensuring the specific needs of children are addressed.

Establish positive productive relationships with relevant government authorities including but not limited to Ministry of Social Solidarity (MoSS) National Council for Childhood and Motherhood (NCCM) National Coordination committee for Preventing Illegal Migration & Trafficking in People (NCCPIM & TIP) and the Fund for Combating Illegal Migration (FCIM).

Establish and maintain positive productive relations with UN organizations donors partners and communities.

Work with high-level decision makers from the government influence strategic and technical discussions to ensure the best outcomes for children are achieved.

Human Resources and performance Management:

Support strengthening capacity of Save the Children staff access to training and opportunities for learning.

Follow up on SCI Child Protection staff learning needs assessment and capacity building plans for both SC and partner staff linking capacity building initiatives to wider opportunities identified via coordination and networks.

Coach and mentor SCI Child Protection staff local partner staff and national level counterparts.

Complete all mandatory training on time and maintain valid certificates as required.

Contribute to creating and maintaining a culture of respect and collaboration through being a good model and encourage others to do that.

Advocacy and fundraising

Proactively lead and promote the CP advocacy strategy.

Contribute to fundraising proposal and budget development.

Build strong relationships with relevant NGOs government bodies and donors to mobilize resources/funding by developing high quality proposals and concept notes.

In case of Emergency:

Promote childrens rights contributing to their well-being and protection in times of emergencies guided by humanitarian principles and code of conduct.

Support SCIs response to emergencies giving priority to all assigned.

Be prepared to support SCI interventions in response to emergencies and show needed flexibility.

QUALIFICATIONS

Graduate Degree in Social Work Human rights Law International Relations Development Studies or similar or equivalent field 10 years experience in a child protection programming in a humanitarian and development program context.

Ability to work both in an advisory and a hands-oncapacity

Minimum 3-5 years experience in child protection programming in a senior management/advisory position.

EXPERIENCE AND SKILLS

Highly familiar with the refugees and migrants context in Egypt is a must.

Experience in child protection and case management programming is a must.

Proven history of project implementation including budgeting monitoring and evaluation administration; is a must

Solid understanding of the context in Egypt related to migration of Egyptian and non-Egyptians on the move.

Experience of preparing successful proposals for donors.

Highly developed interpersonal and communication skills including influencing negotiation and coaching.

Experience with partner coordination including government non-governmental partners and donor relations.

Excellent analytical and creative abilities with strong results orientation.

Fluency in English & Arabic both verbal and written is required.

Previous experience leading a project funded by the European Union is preferable.

Politically and culturally sensitive with qualities of adaptability patience tact and diplomacy.
