NaphCare is currently seeking an experienced Regional CEO / Vice President of Operations to join our team at theArizona Regional Officelocated inPhoenix AZ 85003.
The Regional CEO / Vice President of Operations is responsible for the overall leadership strategic direction and operational performance of healthcare services delivered under the Arizona Department of Corrections Rehabilitation & Reentry (ADCRR) contract. This role provides executive oversight of multi-site correctional healthcare operations ensuring compliance with contractual requirements regulatory standards and organizational objectives while maintaining a strong partnership with State leadership.
The Regional CEO is accountable for contract performance financial management staffing oversight clinical operations support and the development of high-performing leadership teams across multiple facilities.
Responsibilities
Key Responsibilities
- Provide executive leadership and overall operational oversight for healthcare services across multiple correctional facilities within the ADCRR contract.
- Maintain full accountability for contract performance including quality outcomes financial results staffing compliance and operational efficiency.
- Serve as the primary executive liaison with ADCRR leadership State officials and other key stakeholders to address contract requirements operational concerns and strategic initiatives.
- Ensure staffing levels skill mix and leadership structure meet contractual obligations and support safe effective patient care delivery.
- Direct and support site leadership teams including clinical nursing mental health and administrative leaders to ensure consistent performance across all facilities.
- Oversee budgeting cost control and financial forecasting for the contract with responsibility for meeting revenue and expense targets.
- Lead crisis management incident response and corrective action planning as needed to support facility operations.
- Promote a culture of accountability collaboration and continuous improvement across all locations.
- Support recruitment development and retention of leadership staff to maintain stability and high performance within the region.
- Ensure compliance with all contractual legal regulatory and accreditation requirements.
Qualifications
Minimum Qualifications
- Minimum of 15 years of progressive leadership experience in correctional healthcare institutional healthcare or complex multi-site healthcare operations including senior executive responsibility.
- Demonstrated experience managing large-scale healthcare contracts with governmental or correctional agencies strongly preferred.
- Proven ability to lead multidisciplinary teams across multiple locations in a highly regulated environment.
- Experience with budgeting financial oversight staffing management and contract compliance.
- Strong leadership communication and stakeholder-management skills with the ability to effectively interface with executive-level State and agency officials.
- Bachelors degree required; advanced degree in healthcare administration business public administration or related field preferred.
