CONTEXT:

One challenge for process manufacturings operations is that inadequate control and validation of EIA systems during the commissioning phase of a biomass preparation plant can result in critical safety failures commissioning delays and lasting degradation of operational performance and compliance.

JOB DESCRIPTION:

Our service is to bring assistance with a Consultant in the context of the design construction commissioning and start-up of a large-scale industrial biomass preparation facility developed within a joint venture environment.

The Key responsibilities expected from our on-site delegate might include:

- Lead the EIA scope from requirements collection and detailed design through commissioning and start-up
- Collaborate closely with multidisciplinary specialists (IT process operations maintenance and other disciplines) to ensure collection and integration of requirements and ensure operational readiness of the plant
- Assist purchasing with supplier and contractor evaluations technical analysis and recommendations performance assessment and quantity/cost follow-up
- Supervise and coordinate construction activities fabrication FAT/SAT and perform field inspections
- Supervise and coordinate automation and software development including FAT activities
- Support hot commissioning and start-up with process and operations teams
- Support operations and maintenance teams in developing operating procedures and maintenance plans for the EIA scope
- Lead EIA installations handover and train operators and maintenance personnel

- Review and acknowledge overall facility design documents including general layouts P&IDs functional descriptions equipment and principal EIA specifications/RFQs
- Assist purchasing with supplier and contractor evaluations technical analysis and recommendations performance assessment and quantity/cost follow-up
- Review contractors and suppliers EIA engineering deliverables and ensure compliance with internal standards and local regulations
- Review suppliers and contractors schedules progress reports and costs
- Perform field inspections
- Perform individual and functional testing and configuration (VFDs instrumentation networks PLC/SCADA) of the facility automation or sub-parts

- Develop supplementary technical specifications calculations and design documents for automation instrumentation industrial networks and MV/LV electrical systems
- Perform individual and functional testing and configuration (VFDs instrumentation networks PLC/SCADA) of the facility automation or sub-parts
- Assemble project and statutory documentation for the EIA scope

Profile:
- Living in Romania near Timișoara
- Bachelors or Masters degree in Electrical Engineering Automation or a related field
- Minimum 10 years of experience in industrial project design and execution preferably in heavy-duty or process industries
- Strong expertise in MV/LV electrical systems including emergency power (generators UPS) lightning protection and earthing
- Solid knowledge of field instrumentation and control systems
- Experience in functional safety and industrial risk management (SIS SIL machinery directive electrical compliance)
- Familiarity with safety and security systems (E-stops fire detection alarms access control CCTV)
- Experience with Siemens PLC SCADA and HMI solutions
- Proficiency in programming environments such as TIA Portal STEP 7 and WinCC
- Knowledge of industrial network infrastructures
- Solid project management fundamentals and understanding of applicable local codes and standards
- Proficiency with engineering and office tools (MS Office MS Project AutoCAD SEE or equivalent)
- Fluent in English and Romanian
- Strong autonomy flexibility and on-site engagement mindset
- Experience in multidisciplinary and multicultural environments
- Willingness to be based on-site and travel when required
- An entrepreneurial experience or ambition is a plus (extra-professional or extra-academic as well)
- Start date April-May 2026 for a 1 year mission with potential extension
- Daily all-inclusive rate; 5 days/week basis. Flexibility for weekend/off hours presence with time recuperation (no premium). Travel expenses outside the project location reimbursed at cost.
