Job Summary
Amref Health Africa in Ethiopia is seeking a Service Delivery Advisor to provide strategic and technical leadership to strengthen integrated protection and Sexual and Reproductive Health (SRH) services for at-risk and survivor adolescent girls and young women for its Dutch MoFA funded Future4Binti (F4B) project in Ethiopia. Future4Binti (F4B) is a locally led gender-transformative and conflict-sensitive initiative aimed at sustainably addressing harmful practices such as FGM/C CEFMU and intersecting vulnerabilities including disability poverty displacement teenage pregnancies and gender-climate risks.
Reporting to the Project Technical Lead the Service Delivery Technical Advisor will ensure that comprehensive inclusive and gender-responsive services are available and accessible at all levels of the system contributing to the prevention of harmful practices and ensuring survivors receive timely quality care and support. The role will oversee the delivery of survivor-centered adolescent-friendly disability-inclusive and climate-sensitive services in alignment with national policies and guidelines of Ethiopia. The Advisor will work closely with line ministry offices health facilities One-Stop Centers safe/shelter houses community structures and implementing partners to strengthen coordination referral pathways and overall service quality.
Key Responsibilities
Technical Leadership
- Provide technical oversight to ensure integrated protection and SRH services are delivered in line with the government policies and strategies.
- Support the operationalization of the National Guideline for Clinical Management of Rape and Intimate Partner Violence and other relevant protocols.
- Provide technical leadership to strengthen the integration of protection and SRH services at health facilities One-Stop Centers and community levels.
- Develop/adapt SOPs referral tools job aids and service standards contextualized to regional realities (including pastoralist settings).
- Conduct regular supportive supervision and quality improvement visits
Protection and GBV Response
- Provide technical support to strengthen survivor-centered GBV response services including case management psychosocial support and safe referrals.
- Support functional and confidential referral pathways linking health facilities police legal aid and social services.
- Strengthen safe spaces and community-based protection mechanisms for girls at risk of child marriage FGM and other harmful practices.
- Assist to ensure safeguarding confidentiality and ethical standards are maintained across all service delivery points.
- Support coordination with justice and law enforcement actors at woreda and regional levels.
SRH Service Strengthening
- Provide technical support to strengthen comprehensive adolescent- and youth-friendly SRH services at primary health care units
- Promote integrated outreach strategies through Health Extension Workers (HEWs) and community platforms.
- Ensure inclusion of girls with disabilities internally displaced girls and marginalized pastoralist communities.
- Support climate-sensitive and emergency-responsive service delivery approaches in drought- and conflict-affected areas.
Capacity Building and Mentorship
- Conduct training needs assessments for health workers social workers case managers and HEWs.
- Deliver and/or coordinate training on GBV case management adolescent-friendly SRH services referral systems and safeguarding.
- Provide ongoing mentorship and supportive supervision to facility and community-based service providers.
- Strengthen technical capacity of local CSOs and implementing partners on SRH and protection services.
Coordination and Representation
- Liaise closely with Federal and Regional Bureaus; Technical Working Groups on GBV and SRH & UN agencies and NGOs working on protection and SRH
- Represent the project in national and regional coordination platforms.
- Support alignment with national initiatives addressing child marriage and FGM.
Monitoring Learning and Reporting
- Strengthen routine data collection analysis and use for service quality improvement.
- Support documentation of lessons learned and best practices from different regional contexts.
- Contribute to donor reports and technical briefs.
Qualifications :
Qualifications and Experience
- Masters degree in Public Health Reproductive Health Social Work Gender Studies or related field.
- Minimum 710 years of progressive experience in protection and/or SRH programming in Ethiopia.
- Strong knowledge of Ethiopias GBV child protection and adolescent SRH policy frameworks.
- Proven experience in capacity building and supportive supervision.
- Experience working in pastoralist or humanitarian settings is an asset.
