BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Under the supervision of the Head of the Security Analysis Unit the staff member supports security information management and analysis by providing information products based on the assessment of the security situation and its impact on WFP operations personnel and assets as well as ensuring timeliness accuracy and quality control of security reporting including security incidents. The staff member contributes to the WFP Security capacity to acquire process and effectively communicate security threat information supporting decision-making and ensuring increased visibility of the WFP Security function through adequate reflection of security-related information in corporate products. The staff member serves as the Focal Point of the WFP Security Information Management and Security Tracking and Reporting System (STARS).

ACCOUNTABILITIES/RESPONSIBILITIES:

Security Analysis:

In coordination with Regional Security Analysts and HQ Security Analyst prepares and updates Country Security Profiles of prioritized countries based on information from open and internal sources ensures their regular updating and posture on the SEC SharePoint. Prepares ad hoc security updates analytical reviews background and briefing notes as required and conduct briefings on security and political developments threats and risks in specific areas of relevance to WFP operations. Support regional security analysis needs in case of absence of a regional security officer such as preparing Country Security Profiles and providing inputs to for the Country Strategic Plan process.

Contributing to WFPs common operating picture:

Monitors security political and humanitarian developments in countries falling into the area of responsibility of RBB and RBN. Highlights significant developments to the Head of the Security Analysis Unit. Gradually enlarges knowledge of the situation in countries of other WFP coordination with Regional Security Analysts and HQ Security Analysts ensures continuity timeliness and accuracy of inputs on security political and humanitarian developments (with a focus on their impact on WFP personnel/assets/operations) to the.
Participates in the provision of analytical inputs on countries falling into the area of responsibility of RBB and RBN to the Corporate Alert System (CAS) in close cooperation with Regional Security Analysts and HQ Security Analyst and other units represented in the CAS process. As part of strategic analysis process liaise with COOS to provide security analysis contributions in order to support the conduct of probability-of-impact assessments for conflict risks.

Security Incident Reporting:

Oversees the entry of security incident data into STARS. Liaises with regional and country-office based security personnel to improve accuracy relevance timeliness quality and credibility of security incident reporting; Conduct regional webinars to improve security incident reporting quality. Supports the identification of critical incidents submitted into STARS which require immediate attention. Keeps the list of critical incidents affecting WFP Contractors and coordination with HQ Security Analyst prepares Mid-Year and Annual SIR Highlights with the latter serving as the basis for a comprehensive yearly analysis. Starts preparing Quarterly SIR Overviews supported by sound analytical commentary. Provides other SIR overviews as required. Liaises with the SEC Business Transformation Unit fixing technical issues identified by STARS coordination with the Head of Security Analysis Unit and the SEC Technology Lead actively participates in projects to improve STARS. Participates in coordination of various incident reporting initiatives at WFP. Develop a Security Incidents Dashboard in STARS in liaise with WFP TECX team. Maintain the FieldSecurityService mailbox.

Other Tasks

Makes suggestions on improved communication within the network of WFP Security Analysts increased visibility of the security analysis function. Participates in compilation of a consolidated list of open sources recommended for use by WFP Security Analysts. Deliver onboarding to new security personnel. Compiles list of acronyms most frequently used by WFP Security Analysts. Deliver Womens Security Awareness Training sessions as required. Performs other duties as required.

DELIVERABLES AT THE END OF THE CONTRACT:

Full completion of all tasks assigned within the contract period.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

  • Advanced university degree (Masters or equivalent) preferably in political or social science or international relations.
  • Military Police or national/international academic or intelligence background is an asset.

Experience:

  • A minimum of 2-3 years of professional experience in political or security analysis with an academic military police intelligence humanitarian peacekeeping diplomatic or corporate security management organization is required.
  • At least one-year experience and exposure at the international level is required.
  • Experience in UN organizations is an asset.

Knowledge & Skills:

  • Knowledge and understanding of methodologies for information collection collation and analysis.
  • Excellent analytical and English drafting skills.
  • Proven ability to conduct research projects and perform studies on security and political matters.
  • Proven ability to produce analytical reports on security and political issues preferably in the international perspective.
  • Proven ability to communicate complex concept orally and in writing.
  • Ability to appreciate sources resources and information in terms of relevance and credibility.
  • Knowledge of the UN context preferably in the field of security management peacekeeping or humanitarian operations is an asset.
  • Ability to identify priority activities and assignments effectively manage workload.
  • Ability to work under strict deadlines.

Languages:

  • Fluency in written and spoken English. Intermediate knowledge of another official UN language (Arabic Spanish French Russian Chinese or Portuguese) is essential.
