DfT Operator Ltd (Department for Transport Operator - DFTO) is the public sector owning group behind eight key train operators: LNER Northern SoutheasternTransPennine Express South Western Railway c2c Greater Anglia and WM Trains.

We work closely with the DfT but operate independently with our own governance and leadership teams. Our priority is ensuring efficient dependable rail services for everyone.

Primary Purpose of Job:

To establish and maintain risk processes and procedures across DFTO to deliver a RAID log of all DFTO Project & Programmes to support decision making and prioritisation.

Key Responsibilities:

  • Lead the PMOs risk management approach ensuring consistent standards and processes are applied across all projects and programmes.
  • Maintain an up-to-date programme-level risk register ensuring risks issues and dependencies are accurately captured and assessed.
  • Work closely with risk owners to monitor mitigation plans track progress and support escalation where needed.
  • Provide expert guidance to project teams on risk identification scoring response planning and reporting.
  • Produce high-quality risk dashboards and analysis for governance forums and senior leadership.
  • Identify patterns emerging themes and systemic risks providing early warning insights to support proactive decision-making.
  • Support effective governance by preparing meeting packs updating action logs and ensuring risk documentation is well maintained.
  • Collaborate with finance planning and delivery teams to ensure risks are reflected appropriately in schedules budgets and forecasts.
  • Ensure risk management processes integrate with change control highlighting where baseline shifts may impact risk exposure.
  • Promote a strong risk culture across the programme providing coaching training and guidance to improve overall risk maturity.

Knowledge Skills Experience & Technical Qualifications:

  • Experienced in successfully delivering projects of varying complexity within different industries
  • Proven track record in delivering successful complex projects with an element of business change
  • Experience of leading RAID management for large scale programmes and projects with the ability to create and embed best practise planning documentation
  • Proven experience in management of customer expectations senior stakeholders and developing strong relationships across the business with excellent interpersonal and communication skills.
  • Experience of business requirements gathering
  • Strong leadership skills; motivating and inspiring confidence in others with high levels of flexibility and adaptability.
  • Strong financial management skills and commercial acumen
  • Desirable: Membership of the Association for Project Management or other professional body
  • Desirable: Proven track record in supplier management

DFTO Benefits:

Annual Leave: Starting at 25 days and rising to an additional day per year of service completed within the first 5 completed years up to a maximum of 5 additional (30 days)
