GLOBAL COMPLIANCE

Global Compliance division prevents detects and mitigates compliance regulatory and reputational risk across the firm and helps to strengthen the firms culture of compliance. Compliance accomplishes these through the firms enterprise-wide compliance risk management program. As an independent control function and part of the firms second line of defense Compliance assesses the firms compliance regulatory and reputational risk; monitors for compliance with new or amended laws rules and regulations; designs and implements controls policies procedures and training; conducts independent testing; investigates surveils and monitors for compliance risks and breaches; and leads the firms responses to regulatory examinations audits and inquiries. Youll be part of a team with members from a wide range of academic and professional backgrounds such as law accounting sales and trading. We look for those who possess sound judgment curiosity and are able to adapt to a changing regulatory landscape.

As part of Global Compliance Financial Crime Compliance (FCC) is responsible for coordinating the Firmwide anti-financial crime program. FCC designs develops implements and oversees a wide range of systems and controls designed to prevent and detect money laundering terrorist financing insider trading government sanctions violations bribery and fraud and other misconduct (including insider threat monitoring). FCC ensures compliance with applicable anti-money laundering anti-bribery and government sanctions regulations globally.

About the Role:

The Government Sanctions Group (GSG) within FCC is seeking a Vice President be based in Singapore. GSG ensures the firms compliance with the sanctions programs administered by the Office of Foreign Assets Control (OFAC) at the U.S. Department of the Treasury the Office of Financial Sanctions Implementation (OFSI) at the UKs His Majestys Treasury and other relevant sanctions authorities globally. Reporting to a senior Vice President within GSG the employee will serve as a subject matter expert on government sanctions assist in the oversight of the firms enterprise-wide sanctions screening and other control processes and will be responsible for leading a team of sanctions professionals.

The ideal candidate would have at least three to five years of sanctions advisory experience at a global financial institution proven time management skills a strong attention to detail written and oral communication skills investigative skills and the ability to collaborate within a global team. The Vice President will serve as a subject matter expert on government sanctions regulations assist in the identification of sanctions risk across the firms lines of business and work with regional Compliance Operations and Technology teams to administer and provide oversight of risk mitigation processes.

Principal Responsibilities:

  • Working under the supervision of sanctions management liaise with business operations and technology divisions to collect information relevant to potential sanctions concerns and provide sanctions-related advice to internal constituenciesin line with policy and regulatory requirements.
  • Identifying managing and escalating potential sanctions matters to Sanctions management on a timely precise manner.
  • Undertake complex assessments and investigations of sanctions matters including escalations concerning OFAC OFSI and UEU regulations.
  • Ensure metrics deadlines and record-keeping obligations established by management are met.
  • Oversee the development and enhancement of sanctions-related policies and procedures documents across the firms lines of business.
  • Collaborate with stakeholders within Financial Crime Compliance on matters with various financial crime risks e.g. money laundering bribery order to provide holistic recommendations to mitigate such risks.
  • Act as the primary point of escalation for the team providing guidance on high-risk matters before further escalation to senior GSG management.
  • Liaise with internal stakeholders within the Global Compliance team on internal audits and regulatory examinations related to sanctions compliance

Basic Qualifications:

  • Bachelors degree
  • Three to five years of sanctions-related experience in the financial services industry or relevant government agency/regulator
  • Strong understanding of US OFAC as well as UK EU and SG MAS sanctions regulations
  • Ability to handle multiple priority projects at once and deliver consistently high-quality results
  • Ability to be a self-starter and to ensure projects are followed through to completion
  • Team oriented
  • Proven experience in people management or team leadership within a compliance function with a track record of developing junior talent.
  • Strong written and oral communication skills
  • Highly organized with excellent research and analytical skills
  • Experience in managing rapid-response situations involving newly designated entities and individuals
