Daily Duties / Responsibilities:

The System Software Programmer plays a critical role in developing modernizing and supporting the South Carolina Department of Public Healths Human Resources and administrative systems. This position is primarily responsible for building and maintaining applications using the Angular framework supporting backend integrations and implementing DevOps practices to ensure secure efficient and reliable delivery of software across the agencys technology platforms.

The programmer collaborates closely with HR IT Finance and infrastructure teams to translate technical requirements into scalable system solutions. Responsibilities include designing and developing application components maintaining CI/CD pipelines automating deployments conducting code reviews performing system testing and ensuring documentation is up to date. The role also supports system upgrades contributes to modernization of legacy applications and ensures all solutions comply with agency IT security standards and federal and state regulations.

With a strong emphasis on high-quality code system reliability automation and cross-functional collaboration this position is essential to maintaining the integrity performance and long-term sustainability of critical HR and administrative systems across the enterprise.

Specific duties and responsibilities will include but are not limited to the following:

Application Development & System Support

  • Develop enhance and maintain financial and administrative applications using the Angular framework and modern software engineering practices.
  • Understand existing system architectures integrations and dependencies including how DPH systems interface with SCEIS and other enterprise platforms.
  • Identify technical gaps performance issues and modernization opportunities across legacy systems.
  • Implement system improvements through reliable secure and scalable code. Maintain technical documentation coding standards and development procedures.
  • Support all phases of the software development lifecycle including design development integration deployment and maintenance.

DevOps Testing & Implementation

  • Develop and maintain CI/CD pipelines to automate build testing and deployment processes.
  • Perform unit integration regression and automated testing to ensure code quality and system reliability.
  • Participate in system upgrades code refactoring security patches and platform modernization projects.
  • Support production deployments and collaborate with infrastructure teams to ensure stable and secure releases.
  • Work with cross-functional stakeholders to coordinate release schedules and ensure smooth implementation of updates.

The position will be utilized for 40 hours per week for the duration of this project. The selected candidate should be able to work flexible hours where it may be necessary for work to be completed outside traditional business hours.

The candidate will work closely with the Assigned Manager to identify prioritize and schedule workload and implementation to IT standards and procedures. The candidate will work closely with Finance and Operations staff and subject matter experts for the system design and testing.

This will also include compliance to DPH security policy/procedures as well as integrating systems when possible to streamline staff workflows user security and data correction.

Module support of the project.

  • DPH will require that selected personnel sign the DPH confidentially agreement and/or Business Associate (BA) agreement if applicable. All web services must be secure.
  • DPH will not accept any offers including an up-lift charge. The rate paid per consultant must not exceed the maximum rate established for this position described in the State contract terms.
  • Contractors must be onsite during each week throughout the term of the contract.
  • Follow agency IT Standards policies and procedures to include documentation.
  • All source code (compiled and un-compiled) will become the sole property of the South Carolina Department of Health and Environmental Control. Any source code data product or functionality resulting from this SOW or previously owned/developed by DPH will remain the sole property of DPH and is not to be incorporated into the core product of any vendors application. Any modifications and interfaces developed under said contract will be not be used by the contractor for any independent project of the contractor or published or publicized by the contractor without written permission of DPH.
  • DPH has the final say on all programming choices.

DPH Support:

DPH will provide:

  • All required information including formulas data and mechanisms to check output.
  • Staff to assist with any application or data questions.
  • Conference rooms and scheduling for any application demos.
  • Workstation and required software.

Required Skills (rank in order of

IMPORTANCE):

  1. 3 years of experience developing modern web applications using Angular (PrimeNG) TypeScript JavaScript HTML and CSS

including integration with RESTful APIs and backend services

  1. 3 years of experience developing RESTful

APIs and backend services using Core including application integration and

Preferred Skills (rank in order of Importance):

  1. Experience with industry-standard information security practices such as NIST HIPAA or CJIS.
  2. Experience with IT development and implementation projects.
  3. Experience with Power BI or supporting data pipelines for reporting and analytics.
  4. Familiarity with infrastructure or cloud technologies such as Azure.

TROUBLESHOOTING ACROSS DEVELOPMENT AND DEPLOYMENT ENVIRONMENTS

  1. 3 years of experience with Microsoft SQL

Server 2022 or later including database design data modeling stored procedures performance-optimized queries and SQL troubleshooting

  1. 3 years of experience with DevOps practices including CI/CD pipelines automated builds deployments and

ENVIRONMENT TROUBLESHOOTING

  1. 5 years of experience applying software engineering principles SDLC secure coding standards and system testing (unit integration regression - manual and automated)
  2. 3 years of experience creating technical documentation including system architecture API specifications and

DEPLOYMENT GUIDES

  1. Familiarity with data privacy security standards and regulatory compliance relevant to state and federal systems (e.g. HIPAA)

5. Experience with SharePoint or collaborative content-management platforms.

REQUIRED EDUCATION: Bachelors or Masters Degree in a relevant field of work or

equivalent work experience.

An interview panel will conduct one initial round of in person video or phone conference interviews. If no candidate is selected a second round of interviews will be conducted. Potential candidates not initially selected will not be disqualified until an offer is made and accepted.
