Technology and Infrastructures (T&I) is the backbone and the future forward arm of CBC/Radio-Canada. We are the people that make stuff work. We make connections; between media content systems people and places. We are the space in between.

This is a hybrid role with a mix of in-office and remote work. Work arrangements will be discussed with the hiring managers per departmental guidelines.

Your role

Reporting to the Director of Engineering Services Governance and Engineering (T&I) the Senior Manager will be responsible for the day-to-day management of the Spectrum Engineering group. Composed of five highly qualified engineers your team acts as an expert advisor in broadcasting and frequency management across the Corporation.

As Senior Manager Spectrum Engineering you will champion operational excellence within your unit and act as a mentor to drive the professional development of your experts. You will ensure the optimization of resources and processes to guarantee the rigorous delivery of projects and mandates under your responsibility.

As Senior Manager you will:

  • Manage tasks related to Spectrum Engineering by ensuring that priorities are addressed by engineers and that each engineers workload remains appropriate.
  • Oversee the operational and strategic performance of the Spectrum group by rigorously monitoring daily activities and long-term objectives.
  • Promote the professional growth of team members and provide them with daily guidance.
  • Manage budgets related to team activities.
  • Facilitate the resolution of technical problems and support decision-making for project leads.
  • Work closely with the Director of Engineering Services and build strong relationships within Engineering and with representatives from other departments.
  • Participate in the development of CBC/Radio-Canadas overall spectrum strategy by conducting technological and regulatory monitoring (national and international). Act as an expert advisor to guide all business units in their equipment choices and regarding frequency allocation issues.
  • Support the spectrum team in its technical functions to quickly meet Transmission requirements and support capital plan projects.

We are looking for a candidate with the following:

  • Degree in electrical or electronic engineering from a recognized institution.
  • Member of the Ordre des Ingénieurs du Québec (OIQ) as an engineer or of Professional Engineers of Ontario (POE) as a Professional Engineer (required).
  • At least 5 years of experience in spectrum management in Canada is preferred particularly in broadcasting or content production projects.
  • Extensive expertise and proven experience in spectrum planning and management including a thorough understanding of the regulatory frameworks of Innovation Science and Economic Development Canada (ISED) and the CRTC.
  • Extensive knowledge of transmission systems transmitter sites point-to-point links satellite systems and television production systems.
  • In-depth knowledge of Safety Code 6 ISED documents related to its application calculations and measurements of non-ionizing radiation.
  • Good knowledge of budget management estimation and forecasting.
  • Ability to negotiate various contracts with suppliers in the best interests of CBC/Radio-Canada. Knowledge of contract law is an asset.
  • Knowledge of SAP/Oracle and ability to closely monitor budget expenditures.
  • Strong strategic thinking skills and an understanding of the importance of agility.
  • Strong analytical skills before making decisions.
  • Motivated by creating robust and reliable processes while remaining open to adaptable solutions that can evolve over time.
  • Focused on collaboration and teamwork.
  • Strong leadership skills to advise and guide teams.
  • Good organizational skills and ability to manage multiple complex projects simultaneously.
  • Excellent communication skills and ease in building rapport with people.
  • Ability to maintain strong two-way relationships with peers partners clients employees senior management and external technology suppliers.
  • Ability to propose ideas and present reports to high-level stakeholders adapting your communication style to the technical level of your audience.
  • Bilingualism (French-English) is required.

  • Job requires occasional travel several times per year for periods ranging from one to five days depending upon project assignments.
  • May involve alternative work scheduling and occasional field work.
