About Us
The N.C. State Board of Elections is the statewide agency that supervises elections administration enforces campaign finance requirements and conducts associated investigations. The State Board ensures uniform implementation of state and federal election laws and appoints local officials serving on county boards of elections. The board is composed of 5 individuals appointed by the State Auditor from list of nominees submitted by the chairs of the two political parties having the highest number of registered affiliates. Agency staff are civil servants subject to the State Personnel Act.
Description of Work
*Primary Purpose of the Organizational Unit
Information Technology operates as a Division of the State Board of Elections (SBE). The mission of Information Technology (IT) is to support and strengthen the Elections business divisions by providing central services and infrastructure for state-wide access to information resources and technologies for all election officials. The purpose of IT is to research advise procure implement and support State Board of Election business functions through the use of technology.
*Primary Purpose of the Position
This position will assist in the testing process to accurately define analyze plan design develop document and inspect development/application/system workflow processes. Testing includes designing writing coding and performing functional integration regression performance and other tests as needed on new development enhancements and repairs (bug fixes) for the agency. New and existing system functions are evaluated to determine if they work as designed. Tests are performed across all agency systems including web client server and mobile device configurations to meet the modernization requirements of the agency. The employee will provide technical and analytical work in supporting applications for the business research and instructional functions of the agency. This position must also create define and ensure compliance with IT testing and development standards and best practices.
*Knowledge Skills and Abilities Recommended in this Position
Working knowledge of specialty work area with demonstrated understanding of the general standards skills and practices associated with the specialty and the theory behind applications systems analysis and programming.
Experience following standard operating procedures to implement routine solutions of low to medium complexity for customers.
Ability to develop logical flow of simple applications and to design input/output and file specifications.
Working knowledge required to devise or modify procedures to solve non-standard to medium complex problems with experience in spotting trends in reoccurring problems and assisting in developing solutions.
Ability to integrate knowledge and skills from other specialties to address work assignments.
Demonstrated experience to think through project alternatives and help to turn ideas into outcomes and in helping develop project/solutions.
Understand customers needs and resource limitations to provide appropriate services to customer and ability to establish effective working relationships.

Testing and Quality Assurance
- Support software development through the implementation of system testing.
- Responsible for ensuring efficient testing compliance and quality control of all agency-created software.
- Ensure applications meet the requirements set forward in change requests based on enhancements and mandated legislative directives.
- Ensure testing standards are being followed.
- Identify defects that do not meet stated business requirements.
- Document replicate and provide specific details that a user has encountered or those discovered during testing.
- Be the technical resource to assure all applications are thoroughly tested and follow policy.
- Create and provide test summaries when needed.
Documentation
- Create as well as update documentation in synchronization with application software updates and managerial recommendations used to support the testing function within the agency IT division.
- Document and report defects and work with the development team to remediate.
- Create and update test plans used for application acceptance testing and assist in the writing of new functionality testing
- Create and maintain a knowledge base for use in support of all agency applications.
Consulting
- Analyze and assess customer needs to develop effective and appropriate solutions.
- Serve as a resource among the staff to provide expertise in problem solving testing or application knowledge.
- Possess expert listening skills to procure information from users and relate them to all required units or departments during problem resolution.
- Ability to relay technical information and processes to clients and staff in a calm clear manner during times when the need is critical or the workload is high.
- Possesses the ability to work independently or to create and lead ad hoc work groups to analyze problems develop solutions and communicate solutions effectively.
- Demonstrate working knowledge of technologies and systems in place with the capability of supporting these technologies.
- Research and implement appropriate new technologies related to the position.
- Relay user needs and functions of enhancements or defects to the correct team to process work more efficiently.
- Utilize agency tracking system to track and report all defects and enhancements.
- Ensure the compliance and assessment functions are maintained to comply with The State Boards IT strategy.
- Attend applicable IT team and third-party vendor meetings.
Support
- Provide backup user and software support when needed.
Minimum Education and Experience

Associate degree in Computer Science or an IT related field;or High school or General Educational Development (GED) diploma and two years of experience in the field of technology related to the positions role; or an equivalent combination of education and experience.
