MINIMUM QUALIFICATIONS:

  • Associates degree from an accredited institution.
  • Three (3) years of related experience in accounting and financial reporting.

PREFERRED QUALIFICATIONS:

  • Bachelors degree in a business-related field.
  • Two (2) years of experience in public school finance or governmental accounting.
  • Experience managing business/department functions.

Relevant work experience or education may be substituted to satisfy minimum qualifications.

KNOWLEDGE SKILLS AND ABILITIES:

  • Clear and concise oral and written communication skills; organizational and management skills.
  • Knowledge of and ability to interpret and apply pertinent regulations policies and procedures for the functional area of assignment including Governmental Generally Accepted Accounting Principles (GAAP) and federal state and local statutes and State Board of Education regulations as they pertain to school financial systems.
  • Knowledge of HIPAA Public Records Sunshine Law FERPA and other laws/regulations related to student and employee privacy public information and records retention.
  • Knowledge of and experience with industry-standard equipment materials practices computers and applications.
  • Ability to analyze complex accounting and reporting issues and prepare comprehensive reports for internal and external uses.
  • Ability to professionally and effectively respond to customer needs and requests for service or assistance.

Responsibilities

  • Supervise and monitor various personnel to ensure efficient and timely performance of duties related to various aspects of accounting for School Board funds.
  • Operate office equipment especially computers using internal software and the Districts mainframe.
  • Provide accurate information to others demonstrating specific knowledge of governmental accounting federal and state legal statutes and School Board policies.
  • Prepare and submit reports to federal state and local agencies.
  • Ensure compliance with local policy and state and federal accounting rules and regulations.
  • Meet deadlines while handling multiple assignments.
  • Take responsibility for training others in business and financial functions.
  • Monitor financial records and accounts for the District to ensure transactions are accurately and timely recorded in accordance with governmental Generally Accepted Accounting Principles (GAAP) Governmental Accounting Standards Board (GASB) federal and state statues and other District requirements.
  • Analyze financial transactions and reconcile general ledger accounts.
  • Responsible for the timely and efficient production of required financial reports including but not limited to reports to the Florida Department of Education and the Districts Annual Financial Report (AFR) and Comprehensive Annual Financial Report (CAFR).
  • Assist schools and departments in understanding financial transactions in the financial reports and budgets under their responsibility.
  • Assist internal and external auditors with providing necessary schedules reports and other required documentation as prescribed by the audit.
  • Assist in ensuring that the District remains in compliance with external requirements and internal policies by remaining current with federal and state statutes and regulations District policies Governmental Accounting Standards Board (GASB) pronouncements and state legislation issues which have a financial impact to the District.
  • Assist in the review of internal accounting policies and procedures and make recommendations as necessary.
  • Participate in the planning implementation of and changes to the Districts Enterprise Resource Planning (ERP) system.
  • Reconcile and report financial data of governmental funds and accounts in a timely and accurate manner.
  • Develop financial budgets and interpret financial data.
  • Organize self and organize and prioritize tasks to accomplish related goals and discuss with supervisor.
  • Provide customer-friendly service through interaction with vendors state and federal agencies and all levels of District personnel.
  • Establish accounts for new funds and/or projects.
  • Cross-train with other Accountants to perform their duties when absent.
  • Perform Medicaid administrative claims reimbursable activities as directed in accordance with Chapter 3 of the federally approved School District Administrative Claiming (SDAC) Guide.

Additional Job Information

U10 $26.68 8 hours 255 days. Compensation may increase based upon relevant education and experience.
