Job Summary

We are seeking a Work Planning Engineer to work with supervisors and managers from across the Laboratory to provide planning for LLNL work activities. You will develop detailed technical work documents and Job Hazards Analyses in support of programmatic science R&D nuclear and/or explosives work. This position is within the Work Planning and Control (WP&C) Functional Area in the Environment Safety and Health Directorate.

This positions level will be determined based on the candidates qualifications and experience as evaluated by the hiring team. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.

This position may offer a hybrid schedule which includes the flexibility to work from home one or more days per week after a probationary period.

You Will

  • Act as work planning point of contact for work activity efforts utilizing the WP&C processes and web-based application.
  • Triage moderately complex to complex work requests to determine the level of work planning required.
  • Translate work requests into clear bounded scopes of work and task breakdowns using comprehensive knowledge of scientific and engineering principles.
  • Develop clear and concise work packages for various hazard levels by defining acceptance and closeout criteria identifying required tools materials equipment facility and utility outages and writing detailed work procedures instructions and hazard-based permits to ensure safe execution of tasks.
  • Act as main point of contact for multi-disciplinary teams work planning process and develop comprehensive work control documents ensuring compliance with ES&H requirements and safe work practices.
  • Create Job Hazard Analyses (JHAs) conduct field walkdowns define scope tasks and hazards perform hazard evaluations (e.g. What-If analysis) lead work package reviews to verify accuracy and resolve conflicts obtaining concurrence and facilitate final approval by the Authorizing Individual.
  • Participate in pre-start reviews and pre-and-post job briefings. Utilize experience to provide feedback and improvement recommendations as well as lessons learned.
  • Facilitate changes to work packages ensuring involvement of the work planning team.
  • Perform other duties as assigned.

In Addition at the TSS.3 Level

  • Author concise work packages for higher-hazard higher-complexity work including writing technical work procedures for those activities and integrating facility safety requirements (e.g. Documented Safety Analysis Technical Surveillance Requirements and Explosives Safety Basis requirements).
  • Lead the work planning team through a rigorous and advanced hazard evaluation process for high hazard work activities incorporating new controls in the JHA to minimize consequences of off-normal events.
  • Serve as the technical authority for complex or high-hazard work planning activities providing expert interpretation of safety basis requirements advising management and Authorizing Individuals on risk-informed decisions and establishing planning strategies for unique or first-of-a-kind work evolutions.

Qualifications :

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship
  • Bachelor of Science Degree in engineering science ES&H or other related technical field or equivalent combination of education and related technical experience. 
  • Experience working as a field engineer work planning engineer project engineer project manager scientist and/or ES&H professional performing or providing technical and/or planning support for moderate to complex work activities using scientific or engineering knowledge of the various types of materials equipment and methods used in the technical work. 
  • Experience applying comprehensive knowledge of engineering and ES&H principles compliance requirements and/or safety basis requirements.
  • Ability to manage multiple competing priorities and to apply project management principles to organize coordinate and accomplish work.
  • Ability to develop and manage technical documentation such as work procedures Lockout/Tagout (LOTO) procedures Job Hazard Analyses (JHA) and hazard permits demonstrating strong technical writing skills.
  • Ability to lead multi-disciplinary teams of technical experts through moderately complex technical discussions with the ability to resolve conflicting professional opinions demonstrating strong facilitation skills.
  • Proficient interpersonal verbal and written communication skills to collaborate effectively in a team explain technical or operational information clearly and provide guidance to team members supervisors and management.
  • Ability to obtain and maintain qualifications required for a LLNL Work Planner within a reasonable time period including applicable endorsements.

In Addition at the TSS.3 Level

  • Significant experience working as a field engineer work planning engineer project engineer project manager scientist and/or ES&H professional performing or providing technical and/or planning support for complex work activities using scientific or engineering knowledge of the materials equipment and methods.
  • Ability to make independent technically defensible decisions for high-hazard work activities where errors may have significant operational regulatory or resource impacts.
  • Experience interpreting and implementing Documented Safety Analyses (DSA) Technical Safety Requirements (TSR) Explosives Safety Basis or comparable regulatory/safety basis documentation.

Pay Range

$129150- $196476 annually

$129150 - $163764 Annually for the TSS.2 level
$154950 - $196476 Annually for the TSS.3 level

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting.  An employees position within the salary range will be based on several factors including but not limited to specific competencies relevant education qualifications certifications experience skills seniority geographic location performance and business or organizational needs.
