JOB TITLE: Programme Officer/ M&E specialist
TYPE OF CONTRACT: Consultant
UNIT/DIVISION: Climate and Resilience Service (Youth in Work Programme)
DUTY STATION (City Country): Rome Italy
DURATION:8 months renewable

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
WFP has partnered with the Mastercard Foundation (MCF) for a five-year 130 million USD partnership titled Strengthening food systems to promote increased value chain employment opportunities for youth. This partnership which aims to strengthen local food systems and making them more efficient sustainable and inclusive for youth in particular young women is being implemented in eight Country Offices in three different regions: East Africa (Kenya Uganda Rwanda); Southern Africa (Tanzania Mozambique) and West Africa (Ghana Nigeria and Senegal). In each of these countries the programme is adopting an integrated value chain approach to implement context-specific interventions aimed at reaching the following outcome:
Young people especially women have improved employment opportunities along the value chain
The partnership has a strong M&E component and learning agenda with the purpose of facilitating evidence-based learning across countries through the monitoring documentation and dissemination of results lessons learned and good practices.
Purpose of the consultancy: The consultant will be responsible for the Monitoring and Evaluation (M&E) component of the MCF programme.
Main duties under M&E include:
-Strategic and policy guidance technical support and direction with respect to M&E on theMCF programme to the Programme Coordination Team including HQ coordination team andthe regional bureaus programme focal points

-Technical support and back-up for Country Offices in relation to MCF M&E activities includingguidance and assistance to Country Offices in developing and/or revisiting programme TOCand logframe planning and implementing M&E activities as well as output outcome andprogress reporting related to the MFC programme.
-Manage the wealth of knowledge generated by the monitoring results to foster knowledgegeneration learning and programme adaptation at corporate regional and country level withthe Foundation and within regional and national arenas/platforms

Under the overall supervision of the Global Coordinator of the MCF programme the consultant will work in close coordination with the Youth in Work programme coordination team the regional bureaus project focal points and focal points in target Country Offices.


ACCOUNTABILITIES/RESPONSIBILITIES:
Specific Terms of Reference are:
1. Continue to lead the design of the Youth in Work programme monitoring framework:
Lead the development of the outcome indicator youth in work including definitionsmethodology sampling guidance and testing (indicator reference sheet as a product);
Development of guidance material to support Country Offices in M&E-related tasks.
Adjust the Programme Theory of Change to include gender related outcomes definitions
2. Support with establishing/recommending mechanisms for registering tracking and monitoring ofparticipants coherent with the programmes monitoring objectives and reporting requirements:
Develop database needs and requirements data framework and structure
Work closely with TEC to ensure programmatic perspectives and aspects are consideredfor the database development and structure
Liaise with COs to communicate data requirements in registration enrolment andmonitoring phases of the programme
Participate in testing of database system providing constant inputs and feedback
Continuously follow up with COs to ensure data coherence and frequent input in thedatabase system
3. Support Country Offices with the implementation of the monitoring framework:

Strengthen the capacities of the country offices in M&E and deliver training to RegionalBureaus and Country Offices M&E staff on M&E tools and methodologies;
Assist in the revision of M&E standards processes and tools in consultation withrelevant technical units regional bureaux and country offices;
Support country offices in the development/revisions of programme logframe;
Assist country offices in developing programme and context specific monitoring plansthat are risk-based and focus on measuring results; review existing ones to ensurecomparability of results across countries;
Assist Country Offices with developing context-based parameters to measure the youthin work outcome indicator and with deploying a rigorous outcome monitoring systemcoherent with the guidance offered by HQ;Conduct on-site missions/remote support (asapplicable) to Country Offices to test and roll-out the monitoring guidance

4. Provide quality assurance for monitoring and performance reporting processes and products:
Review and provide comments to budget revisions and Youth in Work programmedesign revisions as appropriate to ensure that acceptable indicators are selected for the logframes that output and outcome targets are appropriate and that quality M&E systems are documented in programme documents;
Ensure minimum M&E standards and requirements for WFP operations are identified incountry proposals;
Ensure minimal M&E budgets are allocated through quality assurance of M&Ecomponent;
Provide technical inputs to the development of outcome and impact level monitoringand analysis at country level and provide technical feedback to the Country Offices toenhance the quality of output and outcome reporting;
Support analysis of Country Offices M&E data and provide feedback for improvingresults reporting;
When required and as applicable prepare the concept note for mid-term and end-yearreview and support Country Offices to prepare review workshops;
Support Country Office data collection when required.
5. Contribute to the Youth in Work programme coordination team preparation of consolidatedreporting to the Foundation:
Support consolidated outcome measurement analysis based on results from the CountryOffices;
Support the HQ/RB coordination team to generate evidence and produce qualitynarrative reports in a coordinated manner across different Country Offices;
Any other duties as required.

DELIVERABLES:
Countries supported in conducting youth engagement processes and in developingparameters to measure youth in work
Methodology on youth employment indicator completed
Countries supported in monitoring exercises and outcome surveys including on thedevelopment of data collection tools
Countries supported in developing appropriate logical frameworks and monitoring plans
Results narrative of annual and bi-annual global reports developed


QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: University degree in one of the following disciplines: agricultural economics economics agricultural and rural development international relations development studies social sciences or other related fields.
Experience: Minimum 6 years of post-graduate progressively responsible professional experience in M&E and/or project management. Field experience is desirable.

Knowledge & Skills:
Technical knowledge:
Developing M&E system including preparation of data collection tools;
Development and maintenance of monitoring database
Capacity development for government counterparts cooperating partners and WFP staff; analysis of both qualitative and quantitative data;
Performance reporting of operations; developing training materials and training facilitation methods.
Skills and Abilities:
In-depth knowledge of results-based management principles and practices and WFPs corporate accountability frameworks;
Proven knowledge abilities and skills in the areas of Monitoring and Evaluation;
In-depth knowledge of monitoring and evaluation methods metricsstatistical applications and reporting systems;
Proven ability to network effectively with multiple work units;
Advanced analytical skills with ability to compile analyse and interpret quantitative and qualitative data prepare reports and draw conclusions and recommendations;
Practical knowledge on how WFPs monitoring data is collected compiledanalysed and presented for management decisions programme adjustment and donor reporting. Knowledge of WFP corporate normative framework toolkit guidance and systems including COMET is desirable;
Willingness to build capacity of others through formal and informal training processes;
Ability to deliver results through planning and organizing activities;
Ability to prepare relevant documentation and training materials;
Proven ability to develop quality reports and analyses with minimal direction;
Ability to work with relevant technology and procedures (e.g.: web-based databases and other statistical applications) to collect organize share and use corporate information.
Knowledge of WFP and UN systems in general. Previous experience in food systems and smallholder and value chain development programmes would be an asset;
Solid command of MS Office suite (in particular Word Excel Power PointTeams Publisher Sway etc.) and/or other equivalent contents creation and editing software and tools;
Excellent writing and editing skills;

Excellent communication skills to engage a varied range of internal and external stakeholders;
Ability to establish priorities and to plan coordinate and monitor own work plan;

Strong interpersonal skills and ability to deal patiently and tactfully with people of different national and cultural backgrounds;
Willingness to travel to remote regions if necessary on short notice.

Languages:
Working knowledge of English (proficiency/level C) and intermediate knowledge (intermediate/level B) of French and another UN official language is highly desired
