The Department of Public Safety and Correctional Services (DPSCS) is seeking dedicated candidates to fill important roles within our department. POSITION DUTIES

The main purpose of this position is to overseethe recruitment activities for the Department of Public Safety and CorrectionalServices. The incumbent manages the full performance recruitment processes for all hiringauthorities of the Department of Public Safety and Correctional Services(DPSCS) including initiating the request to fill vacancies and managing theinterview and hiring process. The incumbent also works directly with other HRUnits (e.g. Employee Services Background Investigation Employee Relations andThe Office of Employment Opportunity). Other responsibilities includesupervising and coordinating test administration job fair participation andother public employment recruitment efforts. The incumbent executes therecruitment and examination and retention activities related to the creation ofofficial eligibility lists for the entire agency. The incumbent is responsiblefor the generation of and/or delegation of assignments for providingstatistical reports for recruitment and testing and other recruitment relatedactivities with a focus on non-correctional positions.

  • Ensures that the Agency follows the provisions of the State Personnel and Pensions Article the Fair Labor Standards Act the Americans with Disabilities Act Code of Maryland Regulations-Title 17 equal employment opportunity laws and related State HR policies rules and regulations practices as it relates to the recruitment and promotion of internal DPSCS employees and external candidates.
  • Serves as the subject matter expert for all recruitment and retention activities involving mandated positions such as Correctional Officers including the Dietary and Maintenance series.
  • Establishes procedures and methods for conducting recruitments and examinations for all agency classifications to ensure that sufficient pools of qualified applicants are available for filling vacancies.
  • Establishes and manages statistical metrics for success of hiring events and marketing strategies including engagement and hiring tracking.
  • Oversees all activities for the field recruitment team.
  • Plans and coordinates all hiring events for the Department in collaboration with State agencies local government and community partners.
  • Ensures that all appointments are made in compliance with the appropriate laws and regulations and resolves appeals/ grievances.
  • Promotes the development of retention strategies and statistical data collection by implementing strategies as they relate to recruitment examination and retention.
  • Provides and ensures that the recruitment staff performs optimal customer service to both internal and external sources and professionally represents the Agency in all areas of presentation. This includes employee communication skills appearance behavior and knowledge of information.
  • Provides training guidance and technical assistance and law interpretation to Appointing Authorities Agency Heads Program Managers and agency HR Officers regarding recruitment examination and retention in accordance with the State Personnel Pension Article and COMAR.
  • Develops reviews revises and validates new examinations (multiple-choice complex ratings of training and experience including qualifications supplemental and oral exams).
  • Develops reviews and revises current exams/ tests for compliance with standard HR testing practices.
  • Coordinates the administration scoring and validation of tests in consultation with DBM.
  • Manages HR Recruitment Supervisors in planning and directing the work flow of the Unit.
  • Supervises employees in the assignment of permanent and temporary duties and tasks. They approve leave and otherwise schedule workload training counseling and discipline as required. They monitor work and ensure its efficient completion and compliance with policy procedure and practices; interviewing and hiring of staff persons; and the implementation of the Performance Planning and Evaluation Process in accordance with MD State policy.
  • Supervises the HR team to ensure that they are actively seeking the most qualified candidates to fill vacant DPSCS positions including overseeing and approving the advertising resources utilized by the Recruiters.
  • Resolves problems complaints complications or special requests arising from client/customer dissatisfaction.

MINIMUM QUALIFICATIONS

Experience: Eight years of experience fouryears of professional HR experience involving recruitment and employmentservices classification and compensation employee relations test developmentand validation job analysis job evaluation salary administration HR programevaluation or HR policy formulation and an additional four years ofprofessional experience in HR management work in the areas of recruitment andselection classification salary administration employee relations testdevelopment and validation or as a generalist.

Notes:

1. Candidates may substitute paraprofessionalpersonnel work experience on a year-for-year basis for up to four years of therequired experience. Paraprofessionalpersonnel work is defined as work involving the application of public sectorpersonnel procedures policies rules and regulations to specific employmentactions. Appropriate paraprofessionalpersonnel experience includes responsibility for activities such as: preparingand maintaining employment records calculating salaries applyingpersonnel-related rules and policies preparing personnel-related reportsconducting employee orientation and counseling employees regarding benefits andobligations and responding to inquiries concerning employment procedures.

2. Candidates may substitute the possession ofa Bachelors degree from an accredited college or university and four years ofprofessional HR experience involving recruitment and employment servicesclassification and compensation employee relations test development andvalidation job analysis job evaluation salary administration HR programevaluation or HR policy formulation for the required experience.

3. Candidates may substitute the possession ofthirty graduate credit hours from an accredited college or university in thefields of HR/personnel administration business administration publicadministration statistics tests and measurements psychology or a relatedfield for up to six years of the required experience.

4. Candidates may substitute U.S. Armed Forcesmilitary service experience as a commissioned officer in human resourcesmanagement classifications or human resources management specialty codes in thehuman resources management field of work on a year-for-year basis for therequired experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience managing high-volume HR operations efficiently while ensuring compliance and service delivery standards.
  • Experience supervising recruitment staff in a public sector government sector or public safety sector.

LICENSES REGISTRATIONS AND CERTIFICATIONS

in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits Maryland Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.

in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
