Tallaght University Hospital (TUH) is a model 4 voluntary academic teaching hospital partnered with Trinity College and situated in southwest Dublin. With a staff of over 4000 people from 70 differentcountries it provides both acute and tertiary care to an increasing population of circa 800000 people and is a provider of local regional and national specialties. It is also a National Urology Centre the second largest provider of dialysis services in the country Pelvic and Acetabulum National Centre and a designated Trauma Unit.

The Hospital is part of the newly established HSE Dublin & Midlands Region which serves a population of over 1.2 million across seven counties and operates under the governance of an independent Board of Directors who give their time on a voluntary basis. Introduction
In line with Sláintecare and the national Healthcare policy TUH is required to significantly change how it governs organises and delivers its core patient services to render it more effective for large academic teaching hospitals. A number of considerations are central to the achievement of this imperative the most important of which are as follows:

The need to create clear and unambiguous lines of responsibility authority and commensurate accountability to ensure organisational effectiveness with assign positions and individuals to designated roles emerging there from;

The need to create a robust committed data driven and results focused corporate executive with clear mandate and deliverable objectives;

The need to decentralise authority with associated responsibility and accountability for services to designated accountable authorities through the reporting structure including the nursing structure and clinical directorates.

The organisational structure reflects arrangements for nursing services that are integrated within the Operations of the hospital and integrated into Clinical Directorates and specific units/wards.

As a key member of the Executive Management Team the post holder will be expected to lead the Nursing Directorate in the overall function and operations of the hospital and lead on the implementation of Integrated Care as part of the Governments Health Reform Programme.

Purpose of the role:
  • Act as a professional and clinical accountable leader in the development of nursing practice and standards to ensure that patients their relatives and carers have a positive experience when assessing and receiving care/services from the hospital.
  • To provide Executive leadership and strategic direction to Nursing and Healthcare assistants.
  • Executive lead with responsibility for implementation of Integrated Care between the acute hospital and the RHA/IHA in line with Sláintecare policy.
  • Executive lead on the delivery of quality and patient safety clinical effectiveness and patient experience including the management of complaints concerns and patient advocacy leading on an ongoing continuous quality improvement programme.
  • Contribute to strategic developments including new service developments and infrastructural planning and improvements ensuring that high quality patient care is as the forefront.
  • To act for and represent the Chief Executive and hospital with all stakeholders on the assigned areas of responsibility and accountability.
  • Provide assurance to the EMT and Hospital board on the standard of care delivered


Key Duties and Responsibilities
Provision of inspirational dynamic professional management and leadership ensuring compliance with statutory regulation and supervision for all Nurses and staff groups to whom aspects of nursing care are delegated such as healthcare assistants
  • Implement and continuously develop nursing professional and healthcare assistants policies standards and quality provisions at the hospital.
  • Maintain personal currency in all areas and matters pertaining to the profession of nursing and to lead change and innovation within the hospital in this regard.
  • Liaise and collaborate with Trinity College Dublin in the strategic development of Tallaght University Hospital as a leader in the provision of undergraduate and postgraduate nursing education.
  • Serve as a member of the Executive Team responsible for implementation of the Hospital Strategy () across six pillars.
  • Act as executive lead for Pillar 2 Integrated Care working in collaboration with the RHA to drive its successful implementation
  • Provide strategic oversight and leadership in the delivery of the hospital Nursing Strategy 2025-2029.
  • Provide data driven assurances to the EMT on the standard of care with a strong emphasis on continuous review quality improvement and the achievement of agreed standards. Lead ongoing evaluation and ensure compliance through robust performance based data.
  • Represent the Hospital at regional national and international levels on professional nursing matters fostering partnerships and promoting the sharing of best practice.
  • Executive Lead on the development of high quality care programmes in care supported by the Quality manager including initiatives relating to patient experience nursing outcomes measurement patient advocacy and community engagement.
  • Executive Lead on the rollout of Quality & Patient Safety Leadership Walk rounds (QPSLWR) programme grounded in HIQA standards 2012 and incorporating an evolving/continuous Quality Improvement (QI) focus in partnership with the Quality Manager.
  • Ensure that the Chief Executive Officer is promptly informed of any circumstance that may compromise Professional Nurse Registration.
  • Contribute to the ongoing transformation of clinical services across a complex organization ensuring the meaningful engagement of nurses and HCAs at all levels.
  • Foster an environment where excellence research and development public protection and patient safety are prioritised and can thrive to meet the needs to patients and families.
  • Maximise community engagement and partnership in the role of Executive Lead on the Patient and Community Advisory Council.

Key Accountabilities:

  • Ensure the nursing profession actively contribute to the hospitals vision for integrated high quality dignified and patient focused health services.
  • Lead the development and maintenance of robust governance structures that support clear accountability and aligned responsibilities across nursing and integrated care.
  • Provide executive leadership on the hospitals work plan on public and patient engagement ensuring meaningful community involvement in the planning and delivery of health improvement public health and healthcare services in accordance with national and local strategies.
  • Make informed and often challenging decisions on priorities navigating ambiguity and complexity to shape a forward looking vision for nursing within the organisation. Exercise sound judgement to support risk management and advance the strategic direction of the hospital.
  • Keep the Chief Executive informed of any service or care issue that may impact patient safety organisational reputation or overall performance of the organisation.
  • Foster a culture that supports open and honest dialogue on clinical quality and the patient / service user experience; acting as a conduit for these insights through the use of evidence based outcome data (including nursing metrics) patient feedback and compelling narrative.
  • Provide executive leadership and governance oversight on the Infection Prevention and Control Nursing team including chairing infection outbreak meetings as required.
  • Oversee and ensure the effective management of complaints and patient advocacy promoting a learning culture where feedback drives quality improvement and helps reduce future complaints. Ensuring appropriate governance forum is in place to monitor identified learning needs support action completion and provide with ongoing audit assurance through data driven performance indicators.
  • Contribute actively as a member of the Executive Management Team supporting the strategic leadership and operational management of the hospital.

Nursing Services
  • Work collaboratively with the Chief Operating Officer to ensure the delivery of services that are fit for purpose aligned to organisation and patients needs and compliant with relevant Quality Performance Indicators
  • Ensure management processes are in place for the out of hours site management service services and the wider nursing administration function safeguarding hospital safety at all times.
  • Manage the budget for directly supervised functions and work closely with with the Director of Finance to implement data driven strong financial controls and savings plans
  • Monitor and evaluate the utilisation of nursing resources through robust data analysis reporting trends and performance to the Executive Management Team of trends and ensuring compliance with the Hospitals financial regulations and procedures
  • Develop key performance indicator and control reports for nursing services across the hospital supporting hospital wide key performance targets and providing assurance to EMT on the quality and delivery of care.

Integrated Care
As applicable to the service developments in the Hospital linked to integrated care you will be required to:
  • Lead on co-design and delivery of integrated care models for all specialties and supporting services
  • Quantify the benefit of these models in terms of improved access and quality of care using a suite of performance metrics
  • Provide executive leadership on service evaluation and patients/service user/community perspectives in providing high quality patient/service user care
Corporate Governance & Leadership
  • Establish clear lines of accountability with clinical directorates and ensure that all relevant staff are managed supervised and trained appropriately with regard to clinical services within the clinical directorate structure.
  • Promote the development of critical thinking ability in particular in relation to the clinical decision making to enhance this skill among nursing staff.
  • Set the direction for nursing and the development implementation and monitoring of
    specific clinical strategies and measurable nursing interventions to minimise risks and
    promote health and well-being.
  • Provide strong effective and visible professional leadership to nurses and healthcare assistants employed in the organization.
  • Create a strong and effective team by inspiring others with his/her vision; providing motivational leadership and a clear strategic vision and direction for nurses working across the health and social care community
  • Lead the nursing management team responsible in implementing patient flow processes aligned to the patient journey policy ensuring patient safety and overall hospital safety. Respond proactively to patient access demands through distributive leadership and ongoing performance measurment across all stages of the patients journey
  • Participate in in the Senior Executive on Call roster providing executive leadership to ensure safe hospital operations out of hours including attending onsite when necessary to maintain oversight of the safety of the hospital at all times.
  • Undertake any other additional duties or assume responsibility for additional functions and areas as may be assigned from time to time by the Chief Executive Officer.



Education Training and Development responsibilities
  • Manage nursing professional standards through a strong governance framework and in accordance with regulatory requirements and ensuring the Hospital complies with the statutory supervision of nurses.
  • The Director of Nursing and Integrated Care works closely with the Head of Learning and Development TUH. Responsibility for the Nurse Practice Development Department and relationships with the University of Dublin Trinity College / Office of the Nursing and Midwifery Services Directorate HSE) /Department of Health on undergraduate and postgraduate programmes.
  • Lead on promotion application and development of nursing audit innovation & research and evidence based practice.
  • Lead on continuing education and development of nurses and HCAs and ensure a quality learning environment for undergraduate and postgraduate education
  • Develop nursing and allied health care associate personnel at the hospital to their optimum levels of potential.
  • Develop and implement a wide range of specialised nurse and allied training programmes built around the relevant specialties pertinent to the Hospital and patient centred care
  • Lead the implementation of the performance achievement process to identify nursing nursing staff with both the interest and potential for management roles and support their development through the hospitals management development programme and clinical directorate structure.

Quality Safety & Risk Management
  • Lead the development and successful implementation of a comprehensive hospital wide Quality & Patient Safety and Risk Management Strategy supporting programmes of work ensuring that risk is minimised.
  • Lead implement and continuously review the hospitals Patient Advocacy and Engagement Programme including providing assurance and demonstrable evidence of patient experience and feedback on hospital services to the Chief Executive Officer and the hospital Board
  • Using data lead develop and continuously review operational and other practices at the hospital to assure that they are in conformance with or exceed mandatory and/or best established guidelines
  • Take a lead role in the Serious Incident Management Team (SIMT) forum providing clinical expertise into incidents analysis and reviews and providing assurances of follow-through on actions through on-going audit of practices as documented evidence
  • Through a data driven performance report provide assurance to the EMT and Hospital board in relation to the standard of care provided.

Communications

  • To ensure bi-directional communication structures and channels are in place that facilitate effective and appropriate communication of relevant information.

Other Services
Responsibility for the governance and management of the following patient focused services ensuring a data driven/continuous QI approach to:
  • Patient Advice and Liaison Services (PALS)
  • Pastoral Care
  • Arts & Health Service

Qualifications & Experience required
Essential criteria:
  • Be registered in the General Division of the Register of Nurses of Nursing and Midwifery Board of Ireland or be entitled to be so registered
  • 10 years post registration experience
  • 5 years Nursing Management experience at minimum of CNM II level of which 3 must have been in an acute hospital setting
  • Possess post graduate qualification at not less than level 8
  • Possess demonstrable and sufficient clinical leadership managerial and administrative knowledge and ability to discharge the functions of the role
  • Demonstrate continuous management development through relevant continuous education.
Reward & Recognition
  • Remuneration is in accordance with the Department of Health Consolidated Salary Scales grade code 0508: 94 32 60. These particularsare subject to change in line with overall public pay policy. Point on scale allocated is based on relevant HSE Circulars.
  • The appointment is whole time permanent and pensionable.
  • The annual leave entitlement is 30 working days per year. The leave year runs from 1st April to the 31st of March each year
  • Normal working hours are 35 worked over 5 days. Your contracted hours of work are liable to change between the hours of 8 am to 8 pm over 7 days to meet the requirements for extended day services in accordance with the terms of the Framework Agreement

Supplementary Information
Age Restrictions In Relation To Applications
Age restriction shall only apply to a candidate where he/she is not classified as a new entrant
(within the meaning of the Public Service Superannuation (Miscellaneous Provisions) Act 2004).
A candidate who is not classified as a new entrant must be under 65 years of age on the first day
of the month in which the latest date for receiving completed applications for the office occurs.

Health
A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health as would indicate a reasonable prospect of ability to render regular and efficient service.

Garda Vetting
Garda vetting is sought for all employees and prospective employees of Tallaght University Hospital. Given the specialised nature of the services provided your appointment will be subject to satisfactory Garda vetting and re-vetting in circumstances where the Hospital deems it appropriate. The Hospital will then process the necessary documentation to endeavour to obtain the satisfactory Garda clearance for you. You are obliged to disclose previous and any criminal convictions acquitted during the course of your employment. Should the Hospital obtain information from the Garda vetting unit to indicate that your Garda clearance report is not satisfactory and / or if you have supplied the Hospital with false or misleading information in relation to your Garda clearance status the Hospital reserves the right to withdraw or terminate the contract in accordance with Tallaght University Hospital Garda vetting policy.

Probation
The probationary period may be extended at the Hospitals discretion but will not in any case exceed 9 months. Confirmation of your appointment as a permanent member of staff is subject to the successful completion of the probation period. Termination of this agreement within the probationary period shall be at the discretion of the Hospital in accordance with the Minimum Notice and Terms of Employment Act 1973 - 2001.


Termination of Employment
The employment may be terminated at any time by three months notice on either side except where circumstances are dictated by the Minimum Notice and Terms of Employment Act 1973/91. The Managements right under this paragraph shall not be exercised save in circumstances where the Management is of the opinion that the holder of the office has failed to perform satisfactorily the duties of the post or has misconducted himself/herself in relation to the post or is otherwise unfit to hold the appointment.
Sick Leave
  • There is provision for sick pay at the Hospitals discretion subject to the regulations and details found in the Staff Handbook/ Personnel Policy Manual as per the Hospitals sick leave policy.
  • In the event of absence from work you are required to contact your Manager/Supervisor within one hour of starting time on the first day of absence while a Medical Certificate is required for any illness lasting in excess of two days. Failure to comply with the sick leave policy may result in a loss of pay for the period of absence and may also incur disciplinary action.

Information Technology & data
  • Make the most effective and efficient use of developments in information technology for both patient care and administrative support in a manner which integrates well with systems throughout the organisation.
  • Collect interpret and present data and information on the Departments activities staffing and expenditure as required.
Pension Arrangements and Retirement age
There are three superannuation schemes currently in operation for staff in Tallaght University Hospital:
(a) Voluntary Hospital Superannuation Scheme (Non-New Entrant)
(b) Voluntary Hospital Superannuation Scheme (New Entrant)
(c) Single Public Service Pension Scheme
Please read carefully the summary of the criteria for the three superannuation schemes below. This will assist you in identifying which scheme membership is applicable to your employment circumstances.
(a) If you have been continually employed in the public service prior to the 1st April 2004 and you have not had a break in service of more than 26 weeks you will be included in the Voluntary Hospital Superannuation Scheme (Non-New Entrant) with a Minimum Retirement Age of 60 and a Maximum Retirement Age of 65.
(b) If you have been continually employed in the public service post the 1st April 2004 and you have not had a break in service of more than 26 weeks you will be included in the Voluntary Hospital Superannuation Scheme (New Entrant) with a Minimum Retirement Age of 65. There is no Maximum Retirement Age.
(c) If you have commenced employment in the public service as a new entrant or you are a former public servant returning to the public service after a break of more than 26 weeks you will be included in the Single Public Service Pension Scheme effective from the 1st January 2013 with a minimum retirement age of 66 (rising to 67 and 68 in line with state pension changes). The maximum retirement age under this scheme will be age 70.

Health & Safety
  • All employees must comply with the Safety Health and Welfare at Work Act 2005.
  • Comply with relevant Health and Safety responsibilities as outlined in Hospital Polices Protocols and Procedures relevant to your area.
  • Take reasonable care to protect your own safety health and welfare and that of any other person who may be affected by your acts or omissions at work.

Hygiene / Infection prevention and control
  • All employees have responsibility for Hygiene awareness. Hygiene is defined as The practice that serves to keep people and environments clean and prevent infection.
  • All employees also have a responsibility under their terms of employment to prevent transmission of infection and to follow the hospital infection control policies and guidelines as outlined in the Infection Control Manual.
  • All employees must be aware that they work in an area where there is potential for transmission of infection.
  • All employees have a responsibility to follow hand hygiene guidelines as this is the single most important intervention to prevent the transmission of infection.

Data Management
  • Ensure compliance with the obligations required by the Data Protection Act 2018.

Confidentiality
You will be aware of the confidential nature of Hospital work and in particular the right of patients to confidentiality. To this end you will not discuss workings of the Hospital or its patients or disclose any information of a confidential nature except as required to do so in the course of your work. No records documents or property of the Hospital may be removed from the premises of the Hospital without prior authorisation. You must return to the Hospital upon request and in any event upon the termination of your employment all documents or other property of the Hospital which are in your possession or under your control.


Mandated and Designated Persons under Children First Act 2015
Schedule 2 of the Children First Act 2015 specifies the classes of persons defined as Mandated Persons for the purposes of the Act. This includes a range of disciplines that are employed by the hospital including all medical practitioners registered nurses physiotherapists psychologists social workers and others. This includes staff working in adult services. All mandated persons have two main legal obligations under the Children First Act 2015. Mandated persons under the legislation are required to report any knowledge belief or reasonable suspicion that a child has been harmed is being harmed or is at risk of being harmed. The Act defines harm as assault ill-treatment neglect or sexual abuse and covers single and multiple instances. Mandated persons are also required to assist Tusla if requested in assessing a concern which has been the subject of a mandated report. Designated Officer are required to receive reports of suspected child abuse or neglect from any person who is of the opinion that (a) a child has been or is being assaulted ill-treated neglected or sexually abused or (b) a childs health development or welfare has been or is being avoidably impaired or neglected.
