Job Summary

The SFPUC Enterprise Risk Manager will manage the SFPUC Risk Management Program to deliver the full spectrum of risk management services. This includes the SFPUC purchased insurance program to safeguard over $3B in SFPUCs assets contractual risk management for construction and professional services the SFPUCs Enterprise Risk Management program general risk advisory services and pre- and post-loss initiatives following catastrophic events. 

The Risk Manager will also collaborate with citywide agencies for a broad range of loss mitigation activities (e.g. purchased insurance surety programs contractual risk management risk analysis/reviews etc.) oversee the Risk Management team and perform other work related duties as assigned. 

Essential Duties:

  • Administer and lead continued implementation of the SFPUC Enterprise Risk Management Program (ERM).  Maintain current knowledge of enterprise risk management principles and methodologies.
  • Manage the SFPUC Purchased Insurance Program. Advise support and collaborate with senior management for strategic decisions to assess and determine whether insurance coverage is appropriate to protect against loss and liabilities for various department assets. Facilitate discussion between brokers insurers and Office of City Risk Management to ensure the agency attains the best coverage in a manner that is appropriate cost-effective and adds value. Manage and facilitate the insurance reimbursement claims process to maximize total recoveries where eligible.
  • Oversee and provide SFPUC contractual insurance risk services for major capital projects programs and other services to ensure the broadest coverage and adequate limits for identified risks. Assess and determine insurance coverage requirements for general professional and construction contract agreements. Evaluate insurance coverage limits forms and associated situational requirements in both quantitative and contractual language form for contractual and lease agreements. Prepare analytical studies of claims activities to identify evaluate and analyze risks of PUC. Prepare reports of findings alternatives and recommendations.
  • Lead and develop cost benefits analysis and recommend courses of action to increase revenue and reduce cost where applicable.
  • Develop executive management reports detailing loss experience forecasted liabilities and other key events.
  • Collaborate and partner with SFPUC internal stakeholders City Risk Management City Attorneys Office Office of Contract Administration and external contract vendors.
  • Develop and implement standards for contractual review leases and purchase documents for proper coverage types and limits relative to insurance requirements and bond requirements for parties doing business with the SFPUC.
  • Provide counseling and training to department and staff on matters related to risk management. Facilitate the development of coordinated policies and resolution of problems.
  • Evaluate and propose policy/legislation affecting the PUCs risk exposure as appropriate.
  • Recruiting mentoring coaching supervising and overseeing risk management personnel. Promoting a productive positive and respectful workplace; and perform related duties and responsibilities as assigned inclusive of:
    • Facilitating productive discussion in small or large audiences
    • Exercising sound judgment and decision-making in situations that are complex sensitive and confidential in nature.
    • Working independently or in a collaborative effort with others effectively and efficiently in high stress situations involving last minute projects in a fast-paced environment and making complex judgments without negatively impacting others.
  • Maintaining current knowledge of risk management loss control/loss prevention and claims management theories principles techniques best practices as well as current and pending legislation and developments in the insurance markets and risk management industries.  

The 0923 Enterprise Risk Manager will also perform other related duties as assigned.


Qualifications :

Education: Possession of a Bachelors degree from an accredited college or university in Business Administration Economics Finance Public Policy or a closely related field. AND

Experience:  Five (5) years of experience leading insurance/risk and compliance management in a municipal/public sector setting and utilities (water wastewater and power) including assessing risk for large scale construction contracts implementing and overseeing alternate insurance programs enterprise risk management and controlled self-assessment.

Substitution: 

Applicants may substitute up to 2 years of the required education with additional qualifying experience in risk management budget analysis financial analysis and reporting legislative/policy analysis or contract/grant administration.

One year of full-time employment is equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

  • Possession of Associated Risk Management (ARM) certification or other related certification.
  • Experience of risk management practices preferably in the water wastewater and power utilities industry related to large scale construction contracts in a public sector environment including implementation and management of alternate insurance programs such as owner-controlled insurance programs (OCIPs).
  • Public sector experience in risk management including risk assessments enterprise risk management and/or controlled self-assessment.

Selection Procedures:

After application submission candidates deemed qualified must complete all subsequent steps to advance in this selection process which includes the following: 

Supplemental Questionnaire Examination (Weight: 100%): Candidates who meet minimum qualifications will be invited via a separate link to complete the Supplemental Questionnaire Examination. The purpose of the Supplemental Questionnaire Examination is to evaluate the competencies that candidates possess in job-related areas which have been identified as critical for this position and include but are not limited to: 

  • Knowledge of commercial insurance practices and evolving industry context including coverage exclusions policy language self-funding and self-insurance; and determining probability of loss. Demonstrated experience interpreting complex policy and legal language related to insurance and managing relationships with underwriters broker attorneys and others to maximize coverages and manage claims.  
  • Demonstrated experience providing contractual risk transfer advisory services for major capital projects in the water power and wastewater utility sector. This includes evaluating potential losses and coverage requirements for general professional and construction contract agreements and lease agreements. 
  • Ability to lead inspire motivate and guide both direct staff and teams within a matrix structure toward goal accomplishments; ability to foster commitment and trust and develop others through coaching mentoring rewarding and guiding employees.

A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process and be placed on the eligible list.

Candidates will be placed on the eligible list in rank order according to their final score. Candidate scores on this examination may also be applied to other announcements involving other job titles when directed by the Human Resources Director.

The department may administer additional position-specific selection procedures to make final hiring decisions.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only.
