Job Title: Expert Programmer Task Order: HBITS
Agency: State of New York Office of Information Technology Services (ITS)
Location: Hybrid Albany NY
Duration: 30 Months
Rate: Depends on experience
Position Overview This position will be primary support for several legacy systems critical to the day-to-day operations of the Office of Mental Healths (OMH) Human Resources and Finance departments. These systems include but are not limited to:
- Human Resources Management System (HRMS)
- Decentralized List Management System (DLMS)
- Inventory Control System (ICS)
- Patient Cash Application (PCA)
- Exam Admin System (EAS)
Support of these systems requires expert level proficiency in several legacy technologies including but not limited to:
In addition this position will work on priority OMH and ITS project initiatives as needed.
Responsibilities - Execute full software development life cycle (SDLC).
- Use IBM COBOL JCL CA-IDMS CA-ADS to develop/maintain batch/online applications in an IBM z/OS environment. Perform analysis design coding and testing of changes based on State/Federal mandates or requests from the OMH HR.
- Primary support of Human Resource Management System (HRMS) and companion systems which provide personnel and payroll functions to 13000 OMH staff and interfaces with control agencies like the Office of the State Comptroller (OSC) and Civil Service (CS).
- Monitor batch production jobs analyze results and address any aborts/system failures as needed.
- Prepare database scripts for creating/modifying Oracle tables packages stored procedures indexes constraints triggers etc.
- Maintain/support multiple batch-based data feeds between Oracle and IDMS environments.
- Package and work with other teams through the IT Service Management System (ITSM) to deploy application code and database code changes as needed.
- Batch and online application changes to the QA and Production platforms following standard migration procedures.
- Work within ITSM to take in incidents and service requests and request work of other ITS teams. Capture detailed resolution steps or action taken to resolve incidents and intakes.
- Provide daily status reporting.
- Participate in knowledge transfer sessions.
Qualifications - Programmer Creates computer software. May specialize in one area of computer software or may write code for many kinds of software.
- Expert Level 7 years experience: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.
- 7 years of experience developing and/or maintaining applications/programs/batch processes using CA-IDMS.
- 7 years of experience developing and/or maintaining IBM mainframe applications/batch processes written in COBOL.
- 7 years of experience working in an IBM z/OS environment and supporting batch processing using JCL IDCAMS IEBGENR IEFBR14 etc.
- 7 years of experience interpreting analyzing and extracting core use cases from complex business requirements and building the logic within an applications code to meet those requirements.
- 7 years of experience troubleshooting and triaging tickets within an ITSM system such as ServiceNow.
- 5 years of experience with PL/SQL to create stored procedures packages indexes triggers etc.
- 5 years of experience developing and supporting applications with Visual Basic (VB6) and/.
