Duration: 30 Months
Rate: Depends on experience

Design and implement solutions on OMH Legacy Risk Remediation initiative using CI/ Core Framework PL/SQL APIs and various other programming tools. Enhance/rewrite OMH legacy applications using latest technologies.

• Work closely with the project manager ITS manager technical team members and other project stakeholders to provide guidance throughout the System Development Life Cycle (SDLC).
• Use Microsoft Visual Studio 2022 or higher and write code using MVC Core JavaScript CI/CD Ajax HTML XML and APIs.
• Prepare scripts to create and modify existing Oracle/Maria tables create indexes constraints triggers views etc. code stored procedures and packages convert and migrate data when necessary.
• Diagnose and troubleshoot various rules calculations and data issues on application reports using Crystal Reports.
• Mentor and assist other programmers both state and consultant providing guidance for debugging troubleshooting securing and deploying applications data access data communications and system architecture configurations.
• Use a source code repository such as GitLab for checking source code in and out and branching off new versions of the source code.
• Work within the IT Service Management System to take in incidents and service requests for the application as well as request services from other ITS groups. Diagnose and debug production issues reported via ITSM. Escalate critical calls as necessary and join bridge calls to assist in diagnosis.
• Coordinate service requests with various ITS Chief Operating Office personnel for releases and changes for the application.
• Work with various outside teams such as PEx and NYSTEC.
• Report status of current tasks and outstanding issues to supervisor.
• Create business requirements documents context diagrams business requirements document (BRD) system as-is and to be states system specifications technical diagrams use cases and workflow diagrams report and screen mockups swim lane diagrams and prototypes.

• Systems Developer Develops and implements applications and programs for backend processing systems used in businesses and organizations.
• Expert 7 Years: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.
• 7 Years Experience using Microsoft Visual Studio to develop complex n-tier web applications / .NET Core framework as well as experience developing and maintaining web applications that utilize modern client-side technologies such as HTML5 AJAX JavaScript JQuery Bootstrap and Cascading Style Sheets.
• 5 Years Experience developing and maintaining web applications that utilize API technology as well as API testing tools such as Postman.
• 7 Years Experience in developing and maintaining web applications that utilize modern backend technologies using C# and modern programming principles; Object-oriented scalable maintainable single-responsibility and highest application security standards.
• 7 Years Experience with any Relational Database: Database design and modeling fluent with PL/SQL coding and debugging stored procedures packages constraints indexes triggers creating tables etc. including the use of a tool to write and test SQL code and manipulate data.
• 7 Years Experience with Service Oriented Architecture (SOA) application integration including development of web-services using Windows Communication Foundation (WCF) SOAP/Restful APIs message and queue processing and/or an Enterprise Service Bus.
• 3 Years Experience / .Net Core MVC framework.
• 3 Years Experience in utilization of Git and designing & implementing CI/CD workflows.
• 5 Years Experience interpreting analyzing and extracting core use cases from complex business requirements and building the logic within an applications code to meet those requirements.
• 4 Years Experience with user provisioning authentication and authorization using OKTA LDAP RSA and Access Manager.
• 4 Years Experience coding and maintaining applications which contain Health Care data that fall under HIPAA Protected Health Information (PHI).
