Description:

The Permitting Works Alignment initiative requires a seasoned Senior IT Program Manager with experience leading largescale multiministry enterprise technology and business transformation initiatives. Key responsibilities of the Sr. Program Manager include:

• Program & Project Leadership:
  
• Lead the development and maintenance of a comprehensive Permitting Works Alignment multi-year program plan incorporating enterprise dependencies e.g. enterprise architecture solution planning governance and corporate approvals.
  
• Lead and oversee end-to-end project execution for all Permitting Works Alignment activities across all workstreams ensuring timely completion of all project deliverables and compliance with OPS project management methodology requirements.
  
• Provide strategic advice to senior executives practical leadership and oversight to project teams and stakeholders ensuring alignment with enterprise program objectives.
  
• Proactively manage program and project risks issues and dependencies including those related to architectural decisions and alignment throughout the project life cycle.
  

• Solution Option Oversight & Enterprise Alignment:
  
• Oversee development of all architectural technical and program artifacts for Permitting Works Alignment solution options analysis design and implementation.
  
• Ensure proposed Permitting Works Alignment solution architecture (including component integration options and assumptions etc.) are validated through consultations with relevant OPS GovTechON partners.
  
• Oversee solution options analysis process including establishing evaluation team and solution evaluation criteria managing assessment process and ensuring recommended solution option is aligned with OPS Target State Architecture (TSA) corporate architecture guidance and modern technology platform principles.
  
• Coordinate development of multi-year Permitting Works Alignment implementation roadmap ensuring risks enablers milestones and architectural dependencies are well defined and integrated into the overall program plan.
  

• Corporate Governance & Approvals Management:
  
• Lead preparation of all artifacts required for corporate governance approvals including ARB (AGP0/AGP1) DFA security & privacy assessments accessibility requirements and technical sections of the Treasury Board submission.
  
• Manage review cycles of artifacts with wide range of GovTechON partners cluster architecture teams enterprise governance committees and socialize with executives to ensure materials are ready for timely approvals.
  
• Ensure technical deliverables meet OPS standards are evidence-based and demonstrate clear traceability from Discovery insights to business requirements to the proposed solution.
  

• Enterprise Coordination & Stakeholder Engagement:
  
• Serve as the primary coordinator among project stakeholder groups e.g. participating ministries GovTechON partners and corporate governance bodies to advance Permitting Works Alignment from Discovery to enterprise solution definition and implementation maintain alignment and obtain support across stakeholders on Permitting Works Alignment architectural direction solution approach and program roadmap.
  
• Facilitate cross-OPS consultations to validate business capability needs solution concepts and solution architecture implications ensuring common understanding and consensus across diverse stakeholders.
  
• Remove barriers to cross-ministry collaboration and foster unified enterprise support for Permitting Works Alignment s target solution.
  
• Prepare and deliver executive briefings decision decks project updates and communication materials for leadership tables across OPS.
  

Requirements

Experience and Skill Set Requirements:

Must Haves:

• PMP certified 10 years of overall IT project management experience
  
• Project program and portfolio management business transformation and process improvement experience on large complex enterprise systems and products (including COTS and cloud-based solutions etc.) experience with multi-ministry governance.
  
• Ability to create and maintain a product road map and product backlogs provide senior technical expertise project leadership and coordination of activities in the development implementation and maintenance of large scale IT projects
  

Skill Set Requirements:

Leadership & Project Management:

• PMP certified 10 years of overall IT project management experience
  
• Project program and portfolio management business transformation and process improvement experience on large complex enterprise systems and products (including COTS and cloud-based solutions etc.) experience with multi-ministry governance.
  
• Ability to create and maintain a product road map and product backlogs provide senior technical expertise project leadership and coordination of activities in the development implementation and maintenance of large scale IT projects
  
• Ability to create and closely manage detailed integrated project plans and have demonstrated experience with both waterfall and agile methodologies.
  
• Possess in-depth knowledge of project program and portfolio management methodologies with the capability to apply best practices knowledge to unique and dynamic situations.
  
• In-depth knowledge of IT risk management concepts and best practices to identify and assess business and technology risks and issues assess risks at a detailed level and develop strategic plans approaches and recommendations to mitigate
  
• Ability to think holistically and horizontally about business problems and opportunities and ensure strategic alignment between cross-functional programs/activities.
  
• Excellent time management and prioritization skills with the ability to coordinate many tasks simultaneously without losing focus on the priority and work on multiple initiatives in a fast-paced environment and with aggressive timelines.
  

Relationship Management and Communication:

• Strong facilitation and negotiation skills to lead consultations resolve issues and obtain buy-in from wide and diversified working groups/stakeholders
  
• Ability to manage business stakeholders expectations and understand business processes and requirements to ensure project scope business and technical requirements are clear and agreed on by each stakeholder
  
• Ability to foster strong senior leadership and executive relationships through broad business and IT governance tables.
  
• Ability to produce presentations dashboards briefing papers and submissions business cases and status reports for different types of audiences.
  
• Vendor Management experience and skills ability to build relationships regular check-ins and manage expected deliverable timelines to documented SOW
  
• Exceptional verbal written and presentation skills
  

Other Essential Knowledge and Skills:

• Business transformation/change management knowledge and expertise related to implementing new IT systems and business processes with broad implications.
  
• Practical experience supporting strategic IT investment planning decisions including supporting business case development for new system implementations/enhancements technical debt reduction initiatives etc.
  
• Strong experience with a wide range of IT systems and technologies with broad understanding of business processes/functions technical architectures components integration capabilities deployment environments and roadmaps.
  
• Knowledge of IT industry best practices and trends impacting digital service delivery organizations including emerging technologies
