Position Description: Under general administrative direction this position provides oversight and management of the Division of Emergency Services financial needs including federal homeland security grant program budgets; reconciliation of expense budgets of complex grant programs; development and monitoring of grant program budget activities; oversight of the preparation and organization of extremely complex and difficult accounting records for audit reviews; coordinating audit and monitoring reviews; fiscal reconciliation activities for Homeland Security grant awards; and oversight of the preparation of documents and contracts.
Additional essential functions of the Grants Manager position include but are not limited to the following:
- Oversees and conducts a variety of complex financial and policy analyses of all Homeland Security grants. Ensures that the City of San Francisco Department of Emergency Management follow applicable grant provisions.
- Analyzes and monitors division program budgets.
- Prepares complex grant financial and program status reports and develops complex financial and programmatic data.
- Interacts with management team and staff of Department; coordinates responses to internal and external program and financial audits and monitors grant project spending activities to ensure grant compliance.
- Prepares presentation reports to grant managers administrators and fiscal staff of various agencies.
- Provides timely submission of reimbursements requests in accordance with grant program guidelines.
- Conducts fiscal year end closing activities which include identifying appropriation and encumbrance carry-forward and providing justification to the carry-forward requests.
- Supervises accounting staff which includes assigning appropriate area of accounting function providing guidance in carrying out accounting function handling problems on subordinates behalf when needed and evaluating subordinates performance.
- Monitors revenue transactions at it relates to budgeted EMSA revenues and provide projections to Senior Management.
- Prepares reviews and analyzes grant data for audit readiness including maintaining accurate documentation.
- Works with IT team and Budget Manager to provide data support to the department.
- Performs other related duties as required
Qualifications :
Possession of a baccalaureate degree from an accredited college or university and five (5) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis development administration and reporting in major programs and functions of an organization in the areas of budgets contracts grants policy or other functional areas related to the duties of positions in the 182X Class series.
Substitution:
Possession of a graduate degree (Masters degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration management business law contract law public policy urban studies economics statistical analysis finance accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
Desirable Qualifications:
- Recent and verifiable professional-level experience performing financial analysis for federal/state grants.
- Recent and verifiable professional-level experience coordinating activities related to the management of complex grants and fiscal monitoring; analyzing and monitoring compliance with funding and service requirements; monitoring detailed grants that focus on assessing programs budget analysis expenditure tracking.
- Recent and verifiable professional-level experience in complex budget analysis including development of guidelines preparation of background materials for presentation and monitoring and reporting on budget variance.
- Experience with City of San Francisco accounting and accounting system.
- Experience administering California State and Bay Area Urban Areas Security Initiative (Bay Area UASI) programs.
- Advanced MS Excel experience (demonstrated via class certificates or similar).
