Turner & Townsend is seeking an experienced Commercial Manager to lead commercial strategy contract management programme controls budgeting and risk management for a major national infrastructure programme.
This senior role will provide highlevel commercial leadership across all phases of the project lifecycle supporting successful delivery of a complex multiyear capital investment programme.
You will oversee commercial governance guide procurement and contract strategy and ensure robust financial schedule and risk performance.
You will lead a multidisciplinary team including cost planning and project controls specialists while working closely with client stakeholders delivery partners and industry collaborators.
Qualifications :
Commercial Leadership:
- Lead all commercial and contractual activities across assigned programme workstreams.
- Develop contract strategies oversee tendering and negotiations and ensure alignment with client governance requirements.
- Manage cost planning forecasting benchmarking performance reporting and change control.
- Ensure strong commercial stewardship across the full lifecycle of the programme.
Programme & Project Controls:
- Oversee the development and maintenance of the Master Programme and capital budgets.
- Monitor schedule performance risk exposure earned value and commercial progress.
- Ensure timely and accurate reporting to the client and governance bodies.
Team Leadership & Collaboration:
- Lead and mentor team members including cost managers planners and project controls professionals.
- Foster a collaborative high performance culture across project teams and interfaces.
- Support capability development knowledge sharing and continuous improvement.
Governance & Compliance:
- Ensure full compliance with client governance frameworks public procurement requirements and corporate procedures.
- Maintain high quality documentation and auditready records across all commercial contractual and programme control functions.
- Support business case development assurance processes and stakeholder engagement.
Essential Qualifications & Experience
- Bachelors degree in Engineering Quantity Surveying Project Management or related discipline.
- Professional membership (e.g. SCSI RICS Engineers Ireland APM).
- Minimum 15 years experience delivering major infrastructure or capital programmes.
- Significant commercial leadership experience in complex multi-disciplinary environments.
- Strong understanding of contract strategy procurement cost management and commercial governance.
- Experience working with NEC4 FIDIC or public sector contract frameworks.
- Proven ability to lead commercial teams and influence stakeholders at senior level.
Desirable Experience
- Experience in transportation utilities or other large scale public infrastructure sectors.
- Familiarity with public sector governance and business case development.
- Understanding of project risk management and safety related assurance processes.
- Working knowledge of Primavera P6 and project cost forecasting tools.
