Job Summary

Overview

The Director of Planning leads the organizations strategic planning function with a primary focus on longrange infrastructure planning and modeling for electrified transportation systems including charging infrastructure power and grid analysis and transportation corridor development. Operating with a high degree of autonomy and decisionmaking authority this role shapes organizational priorities investment strategies and multiyear initiatives by integrating technical financial policy and market considerations into datadriven strategic plans. The Director of Planning is responsible for annual and multiyear planning processes and organizational 13 year forecast planning activities applying scenario analysis and systemslevel modeling to evaluate infrastructure needs capacity requirements and deployment pathways.

Working closely with executive leadership and in coordination with business development the Director of Planning interfaces directly with public and privatesector partnersincluding state and local agencies utilities national laboratories and industry consortiato identify and support partner needs related to infrastructure modeling and future requirements. The role serves as a trusted planning and analytical resource helping partners understand grid impacts corridorlevel considerations and system constraints associated with electrified transportation deployment. Through collaborative engagement the Director of Planning ensures partner insights inform organizational strategy future program development and externally sponsored initiatives consistent with federal state and utility planning frameworks.

This position is eligible for hybrid work within the state of Utah.

Responsibilities

  • Lead development maintenance and execution of organizational strategic plans
  • Facilitate annual and multi-year planning processes across departments and programs
  • Align organizational priorities with mission funding landscape and external trends
  • Support leadership in translating strategy into operational and investment priorities
  • Develop and monitor organizational performance metrics and dashboards
  • Identify strategic risks opportunities and gaps; advise executive leadership accordingly
  • Prepare high-level planning documents briefings and presentations for leadership and the Board
  • Represent the organization in strategic planning policy and institutional initiatives with partners and sponsors

Qualifications

Minimum Qualifications

  • Bachelors degree
  • 812 years of experience in strategic planning organizational strategy or institutional leadership

Preferred Qualifications

  • Bachelors degree in Business Public Policy Engineering or related field preferred
  • Masters degree strongly preferred
  • Strategic planning or organizational development certifications
  • Project or program management certifications (PMP PgMP CAPM)
  • Proven ability to apply datadriven planning scenario analysis and systemslevel modeling to complex infrastructure challenges.
  • Strong ability to synthesize technical financial policy and market considerations into clear actionable strategic plans.
  • Experience working closely with executive leadership providing decisionready analyses recommendations and briefings.
    High level of professional judgment autonomy and accountability in shaping planning direction and outcomes.
  • Demonstrated experience in electrified transportation infrastructure planning including one or more of the following:
    • EV charging infrastructure deployment
    • Power and grid capacity analysis
    • Utility coordination and grid integration
    • Transportation corridor or networklevel planning
  • Ability to translate modeling outputs into investment strategies deployment pathways and planning recommendations.
  • Proven experience interfacing directly with external partners including state and local agencies utilities national laboratories industry consortia or similar stakeholders.
  • Experience providing planning services or analytical support to external partners to help them understand infrastructure impacts constraints and future needs.
  • Ability to represent an organization as a trusted planning and analytical resource in partner and stakeholder engagements.
  • Experience working in coordination with business development or research development teams to support growth initiatives.
  • Demonstrated ability to shape planning scopes modeling approaches and technical narratives that support partnership formation and proposal development.
  • Experience contributing to grant proposals sponsored initiatives or externally funded programs through analytical justification or planning inputs.
  • Strong written and visual communication skills including experience preparing planning documents analytical reports briefings and presentations for senior leadership and external stakeholders.
  • Ability to communicate complex technical and policy concepts to both technical and nontechnical audiences.
  • Experience working in federally funded universityaffiliated nonprofit or publicsector environments.
  • Familiarity with federal state and utility planning frameworks including DOE DOT MPO or utility integrated resource planning processes.
  • Experience supporting multipartner multiyear infrastructure or research programs.
  • Established professional network within transportation energy utilities or infrastructure planning ecosystems.
