1. Introduction
Entre Nous Femmes Housing Society (ENFHS) invites qualified architectural firms to submit Statements of Qualifications for inclusion on a five (5) year Architectural Services Roster (the Roster). The Roster will consist of five (5) to six (6) firms from each category of project.
Inclusion on the Roster does not guarantee the award of any contract.
2. About Entre Nous Femmes Housing Society
Entre Nous Femmes Housing Society (ENFHS) is a charitable not-for-profit housing organization that began 40 years ago by three single mothers looking to create more affordable housing for families like theirs. Today ENFHS manages 13 properties across Vancouver North Vancouver New Westminster Burnaby and Surrey with over 500 rental homes serving more than 1200 residents including women gender-diverse people single-parent families seniors and other equity deserving groups. We are committed to enhancing peoples lives by creating communities that provide affordable safe and secure housing.
ENFHS is positioning itself for bold equitable growth and is aiming to double both the number of people we serve and number of homes we operate by 2028 while advancing a longterm vision to provide more than 2000 units by 2033. This growth is driven by a robust development pipeline that includes major multiyear projects across Port Moody Vancouver and Surrey representing over 500 units in construction and over 1000 units in planning. Through strategic partnerships a diversified funding strategy and a strong commitment to affordability ENFHS is scaling its impact while ensuring every project aligns with its mission of equitable communitycentered housing.

3a. Deadline for Inquiries
All inquiries related to this Request for Proposal will be submitted in writing on or before THURSDAY April 2 2026 to NADINE BELL DEVELOPMENT COORDINATOR at .
3b. Response to Inquiries
Responses will be recorded and distributed to all Proponents who have received a copy of this RFP on or before THURSDAY APRIL 10 2026.
3c. Delivery of Submissions
Proposals may be submitted electronically via the BambooHR platform clearly indicating the Project Name in the subject line.
3d. Closing Time
5:00 PM Local Time THURSDAY APRIL 17 2026.
Late proposal submissions will not be accepted.
4. Anticipated Project Types
Projects may range from approximately 100 to 350 residential units and may include urban infill developments transit-oriented sites rezoning-driven projects and projects funded and financed through a range of government and conventional financing programs (e.g. CMHC Build Canada Homes BC Housing BC Builds).
5. Project Categories
Respondents may submit qualifications for one or more of the following categories. Firms will only be considered for future assignments within categories for which they are qualified.
- Category A Mid-Rise Wood-Frame Residential (46 storeys; combustible construction).
- Category B High-Rise Concrete Residential (7 storeys; non-combustible construction).
- Category C Mass Timber Residential (CLT DLT or hybrid systems).
6. Scope of Services
Services may include programming feasibility analysis concept design rezoning and development permit support consultant coordination construction documentation tender assistance and construction administration. The precise scope will be defined for each individual project.

8. Evaluation Process and Criteria
An evaluation committee will review submissions in accordance with the following criteria:
- Relevant affordable housing experience
- Experience with relevant project funders
- BC Lower Mainland experience
- Experience with different forms of project delivery
- Social Responsibility
- Client References and past performance
ENFHS reserves the right to request interviews clarifications or additional information as part of the evaluation process.
9. Roster Establishment and Use
The Roster will remain in effect for five (5) years unless amended suspended or replaced at ENFHSs sole discretion. For each project ENFHS may invite proposals conduct interviews or directly engage one or more roster firms qualified in the applicable category.
10. General Conditions
- This RFQ does not constitute an agreement or contractual offer.
- ENFHS is not responsible for costs incurred by respondents.
- ENFHS reserves the right to cancel or modify this RFQ at any time.
- ENFHS may waive minor irregularities in submissions.
- All submissions become the property of ENFHS.
- Governing law shall be the Province of British Columbia.
