This position reports to a Director Associate or Assistant Director Dean Associate or Assistant Dean Program Director Department Head or similar position. Most positions in this job class will have responsibility for fulfilling wide range of administrative activities however some positions in this job class may be more specialized on one or two administrative general positions assigned to this classification must directly supervise two or more regular full-time employees. Additionally positions assigned to this class must meet the requirements for an Administrative exemption under FLSA by providing administrative leadership on matters of significance with regard to human resources procurement budgeting and/or regulatory compliance. The position is responsible for interpreting university and functional policies ensuring that administrative activities are in compliance with policies and procedures for the conduct of university business. The Manager trains direct reports and support staff throughout their unit on administrative procedures and requirements and serves as a liaison with other administrative departments. This position advises department staff and faculty on administrative matters and uses considerable discretion and judgment to counsel staff and faculty on appropriate courses of action.



Responsibilities
  • Hire train motivate and coach the performance of assigned staff members to meet the administrative goals and requirements of the unit.
  • Monitor budgets and review budget records for multiple funding sources. Prepare budget reports and projections for review.
  • Manage the financial administration of auxiliary grant and contract overhead salary rate concession and related USF Foundation funding sources.
  • Fulfill the purchasing and procurement requirements for the unit. Ensure appropriate signatures and approvals are obtained for all purchases.
  • Manage cash collection operations to ensure appropriate segregation of duties and compliance with university policies.
  • Serve as an administrative representative for the unit on division college campus or university- wide or committees and work groups.
  • Develop and implement business and fiscal processes to ensure compliance and good stewardship over University resources. Must remain up-to-date with changes in University state federal or sponsoring agency policies and regulations.
  • Coordinate human resources related issues including hiring needs rate planning salary increases promotions and routine terminations.
  • Coordinate recruitment efforts with hiring managers serving as liaison with DIEO and the Division of Human Resources. Review applicant information schedule and participate in interviews facilitate search committee meetings.
  • Ensure timely and accurate administration of payroll timesheets certification leave administration etc.
  • Fulfill reporting requirements and participate in Diversity programs and activities.
  • Manages and/or participates in special projects and analysis work such as physical moves reorganizations institutional effectiveness plans development of unit metrics and specialized research related to the function of the unit.
  • Advise unit administrator concerning business operations and funds available for programs departments and projects.


Qualifications

This position requires a Bachelors degree in Accounting Finance or Business Administration or other field directly related to the positions specific responsibilities and four years of professional business experience; or a Masters degree in the same fields and two years of experience. Appropriate college coursework or vocational/technical training may substitute at an equivalent rate for the required experience.

Degree Equivalency Clause: Four years of direct experience for a bachelors degree.

SB 1310: Substitution of Work Experience for Postsecondary Education Requirements
A public employer may include a postsecondary degree as a baseline requirement only as an alternative to the number of years of direct experience required not to exceed:
(a) Two years of direct experience for an associate degree;
(b) Four years of direct experience for a bachelors degree;
(c) Six years of direct experience for a masters degree;
(d) Seven years of direct experience for a professional degree; or
(e) Nine years of direct experience for a doctoral degree
Related work experience may not substitute for any required licensure certification or registration required for the position of employment as established by the public employer and indicated in the advertised description of the position of employment.
Minimum Qualifications that require a high school diploma are exempt from SB 1310.
