Job Title: Executive Director of Human Resources

Minimum Qualifications

  • Minimum of Bachelors Degree from an accredited college or university. Masters Degree or higher preferred;
  • Five (5) years experience in an HR environment or related field;
  • Effective verbal and written communication skills;
  • Must be flexible organized and have good decision-making and problem solving skills;
  • Good interpersonal skills with diverse populations;
  • Ability to meet deadlines work on multiple projects and coordinate the work of others;
  • Proficient in word processing database and spreadsheet software;
  • Organized work habits and project management skills;
  • Strong skills at working both alone and in teams providing leadership and support to both team members and other personnel alike;
  • Knowledgeable in state and federal statutes applicable to public employment preferably in the school setting such as OSHA FLSA FLMA EEOC ADA Title VII Title IX Labor Law etc.;
  • Experience in collective bargaining and negotiating contracts; and
  • Such alternatives to the above qualifications as the Chief Operations Officer may find appropriate and acceptable.

Essential Job Responsibilities

  • Implements and ensures compliance with all School Board policies and District procedures related to personnel;
  • Directs the investigative process into employee misconduct and background investigations;
  • Administers those phases of the personnel system which includes maintenance confidentiality and security of personnel records;
  • Assures appropriate permanent documentation of employment records in School Board minutes;
  • Directs the recruitment program for licensed classified and other personnel;
  • Publishes all vacancies both internally and externally to solicit qualified applicants;
  • Coordinates with principals and other supervisors the projected staff needs selection assignment and evaluation of personnel;
  • Supervises the processing of applications of candidates and maintenance of up-to-date application files of prospective job candidates;
  • Provides a pool of applicants for review and consideration of appointment by site supervisors;
  • Processes rationale and recommendations from site managers for approval by the Superintendent;
  • Advises employees in completing employment files and all conditions of employment i.e. background checks transcripts verifications of previous employment licenses knowledge of policies etc.
  • Directs preparation of employment contracts and contract addenda including stipends for all staff and assures all payroll information is received by the Payroll office in a timely manner;
  • Assists supervisors in developing and monitoring performance improvement plans for staff performing at unsatisfactory levels;
  • Processes recommendations for termination of employees and arranges any necessary District-level conferences and hearings;
  • Conducts new staff orientation;
  • Maintains up-to-date licensure records and data and assists personnel in obtaining required professional licensure;
  • Interprets state licensure laws relative to the assignment of staff and the reporting of such assignments to the New Mexico Public Education Department (NMPED);
  • Assures adherence to licensure laws and regulations and corrects licensure discrepancies (i.e. requesting waivers reassigning or replacing staff etc.);
  • Directs the initiation and monitoring of requests for licensure waivers;
  • Assures appropriate class-size ratios with allocations of staff and responds to discrepancy reports from NMPED with plans for rectifying if necessary;
  • Ensures District compliance with all applicable state and federal employer/employee regulations and policies including but not limited to EEOC FMLA OSHA NMPSIA ADA etc.;
  • Completes personnel reports (and surveys) to outside agencies (i.e. Labor Department federal agencies educational organizations NMPED other school districts etc.);
  • Interprets existing personnel policies and regulations to staff and develops recommendations concerning the formulation and revision of District policies and procedures;
  • Administers the negotiated contract and salary schedules of personnel and assists in developing and recommending salary policy and structure;
  • Administers procedures for pay adjustments i.e. adjusts salaries and leave as may be required (i.e. FMLA absences); and determines final salaries of all staff leaving the employ of the District; provides this information to the Payroll office;
  • Receives reviews and processes requests for personnel transfers in accordance with transfer regulations and needs of the District;
  • Directs the Substitute Program and procedures;
  • Coordinates the development of job descriptions for the District;
  • Serves on the District collective bargaining team and functions as the District liaison with the union;
  • Facilitates adherence to the negotiated agreement between the District and the employees union;
  • Hears employee grievances at Level 2 as per the negotiated agreement;
  • Administers Workers Compensation Program for District;
  • Provides timely and accurate information to third party administrator re Unemployment Compensation applicants;
  • Coordinates the development of school calendars;
  • Ensures timely annual requests for approval of alternative curricular plans by the State Board of Education;
  • Prepares annual Teacher Cost Index (TCI) Report for NMPED;
  • Responds to all requests from outside agencies (i.e. other employing agencies mortgage companies etc.) for verifications of employment and/or salary;
  • Responds to all legal complaints/suits regarding personnel and employment practices and/or decisions;
  • Assures current and correct personnel data reporting to NMPED on 40th 80th and 120th days of school year;
  • Works closely with universities in collaborative or cooperative programs;
  • Recommends departmental operating budget; controls expenditures within approved budget.
  • Works collaboratively with other District Office administrators to facilitate appropriate decision-making;
  • Attends all School Board meetings; reports to the School Board; provides information to School Board and/or Superintendent regarding personnel issues;
  • Supervises staff of the Human Resources Department;
  • Complies with state-approved New Mexico Administrative Code of Ethical Responsibility of the Education Profession and the RRPS Employee Standards of Conduct and upholds and enforces rules administrative directives and regulations school board policies and local state and federal regulations;
  • Performs other duties as assigned by Superintendent or Chief Operations Officer; and
  • Employee may be assigned other duties based on the needs of the District during the term of employment.
