Job Description

To serve as a civilian employee of the Indiana State Police(ISP) whose primary responsibility is to be accountable for the performance of a Forensic Biology Unit within the context of the Forensic Services Divisions (FSD) mission.

Job Duties

Responsibilities

  • Participate in the establishment of Unit priorities goals and objectives as necessary to accomplish the mission of the FSD.
  • Monitor evaluate and document performance of personnel assigned to the Unit.
  • Plan direct and supervise the work associated with the Unit.
  • Fulfill the quality assurance responsibilities of the Unit as required by the Divisions Quality Assurance Program.
  • Maintain analytical proficiency in forensic biology analysis.
  • Perform administrative and support functions as necessary to maintain analytical services.
  • Maintain effective communication with the scientific and criminal justice communities and Department personnel.

Duties
  • Conduct analysis on routine and highly complex forensic biological samples utilizing approved Unit Test Methods.
  • Communicate analytical procedures methodology policies and conclusions to various elements in the criminal justice system including court testimony as an expert witness.
  • Propose and implement Unit goals and objectives.
  • Distribute casework and operational assignments to Unit members.
  • Participate in the formulation of budget requests.
  • Validate or supervise validation of new technical procedures.
  • Maintain the Units resource materials.
  • Maintain documentation of technical procedure in the Unit Test Methods.
  • Ensure the use of appropriate controls and standards.
  • Participate in creation and annual review of management system documents.
  • Provide and review proficiency testing and maintain associated records within the Unit.
  • Monitor conclusions and expert testimony of Unit personnel.
  • Direct supervise and evaluate the performance of Unit and other FSD personnel as needed.
  • Identify training needs develop and/or administer training programs.
  • Prepare recommendations with justification and specifications for the purchase of equipment and supplies.
  • Ensure compliance with accreditation requirements StandardOperatingProcedures Rules Regulations and FSD policies.


Job Qualifications

  • Baccalaureate degree or higher in biology chemistry and/or forensic science which shall include a minimum of 9 credit hours of coursework in biology - or chemistry - related areas that provide an understanding of the foundation of DNA analysis. This coursework should include topics such as genetics molecular biology and biochemistry. Successful completion of coursework covering statistics or population genetics is required.
  • Three years of full-time experience in a forensic biology position.
  • Successful completion of an ISP recognized forensic biology training and/or testing program and competency testing.
  • Advanced knowledge of theory and practical operation of relevant scientific instrumentation and analytical techniques within the Unit.
  • Ability to perform complex scientific procedures in an unbiased manner following the Unit Test Methods.
  • Ability to comprehend demonstrate and explain advanced knowledge of the theory and practical operation of various scientific instruments and analytical techniques.
