JOBPURPOSE:
The Construction Cost Analyst works closely with Disaster Case Managers to review and prepare detailed cost estimates for repairs and/or rebuilds of disaster survivors primary residences. Estimates are used to support client recovery plans and resource applications. The Analyst ensures that all estimatescomply withindustry standards andutilizesadvanced software such asXactimateto provideaccuratetimely and transparent documentation. The role may also coordinate with contractors and volunteer labor groups to ensureappropriate sequencingof repairs with special attention toassistingelderly individuals persons with disabilities and disabled Veterans.
Due to the nature of the job and the confidentiality of client information work-from-home options will not be available for this position.
ESSENTIAL JOB RESPONSIBILITIES:
Damage & Cost Estimation
Formulate repair and rebuild estimates for disaster-related damages usingXactimateand industry-recognized standards.
Consult withclients vendors and contractors to confirm accuracy of estimates and incorporate comparable pricing.
Analyze blueprints specifications and other documentation to prepare time cost material and labor estimates.
KPI:Achieve95% accuracy ratebetweeninitialestimates and verified contractor bids.
Compliance & Documentation
Prepare estimates in compliance with FEMA state and local recovery requirements.
Maintainaccuratedigital and physical records of all cost estimates and relateddocumentation.
KPI:Ensure100% compliancewith FEMA/state documentation standards; completeweekly file auditswith no major errors.
Client & Case Manager Coordination
Work closely with Disaster Case Managers to integrate estimates into clients Individual Recovery Plans (IRPs).
Communicate clearly with clients ensuring they understand cost estimates and available recovery options.
KPI:Maintain90% or higher client satisfaction ratingon clarity and usefulness of estimates.
Site Visits & Assessments
Conduct site visits to collect data on access drainage topography and service availability (water electricity etc.).
Provide photos notes and technical assessments to support estimate accuracy.
KPI:Complete100% of required site assessments within 5 business daysof assignment.
Vendor & Contractor Support
Prepare estimates for use in selecting vendors or subcontractors.
Coordinate with contractors and volunteer groups to ensure efficient sequencing of repairs.
KPI:Ensureall contractor/vendor estimates are delivered within established program timelines; reduce sequencing errors by10% annually.
Continuous Improvement & Professional Growth
Stay current on construction industry standards FEMA repair guidelines and cost-estimation best practices.
Participate in professional development activities and software training (Xactimate updates code compliance workshops).
KPI:Attendminimumof 2 industry-related trainings per year; document2 process improvements annuallythat enhance accuracy or efficiency.

ESSENTIAL QUALIFICATIONS
EDUCATION:
College degree preferred orAssociates Degreewith 3-5 years experience. High School Diploma with 6 years of related experience accepted.
EXPERIENCE:
5-7 years of cost estimation experience.
ProficiencyinXactimate softwareand strong knowledge of constructionindustry standards.
Proficiencywith Microsoft Office products (Word Excel PowerPoint).
Must be able to manage multiple projects prioritize effectively and meet deadlines in fast-paced environments.
Excellent verbal and written communication skills; bilingual English/Spanish preferred.
ATTENDANCE:Mustmaintainregular and acceptable attendance at such level as isdeterminedin the employers sole discretion.
LICENSES:Valid Drivers License with clear record.
VEHICLE:Must have daily use of a vehicle without prior notice.
OTHER:Must be available and willing to travel to various locations and with such frequency as business needsdictate. Must pass criminal background checks. Must be availabletowork nights weekends and holidays notpose a threat or significant risk of substantial harm to the safety or health of self or others.
