Position: Senior Project Manager Utility Billing System Implementation
Duration: 9 12 months

Job Description:
Project Overview:
The City of Johnson City is upgrading its Utility Billing System from the legacy LocalGov Zortec platform to the modern LocalGov NextGen platform.
The selected consultant will provide project management leadership and implementation oversight to ensure a successful system transition while maintaining uninterrupted billing operations.
Responsibilities:
- Lead overall project management activities for the system upgrade.
- Develop and maintain a comprehensive project plan schedule and milestones.
- Coordinate implementation activities between:
- City departments
- Software vendor
- IT teams
- Manage project risks issues and dependencies.
- Facilitate project meetings and provide status updates to stakeholders and city leadership.
- Coordinate data migration planning and validation activities.
- Oversee system testing and user acceptance testing (UAT).
- Coordinate training planning and organizational change management.
- Develop and manage go-live and transition plans.
- Provide post-implementation stabilization support.
Key Systems Environment:
- Local Gov Zortec (current billing system)
- Local Gov NextGen (new billing system)
- Oracle Fusion Cloud (ERP)
- Neptune NSight (meter reading system)
- BIS / i3Verticals (payment processing)
- Open Gov (property tax system)
Required Qualifications:
- Minimum 10 years of IT Project Management experience.
- Experience managing enterprise software implementation projects.
- Experience coordinating multi-department implementations.
- Strong experience in:
- project planning
- risk management
- stakeholder communication
- Experience managing software vendor implementations.
Preferred Qualifications:
- Experience with utility billing systems or municipal systems.
- Experience with ERP or financial system implementations.
- Experience working with local or state government clients.
- PMP certification preferred.
