Job Summary

TITLE:Chief Human Academic Officer

QUALIFICATIONS: Doctorate preferred Masters Degree or higher from an accredited college or university. A valid South Carolina teaching certificate South Carolina Certification as a principal supervisor and/or superintendent. At least five (5) years of successful classroom teaching experience At least three (3) years of experience as an administrator. Such alternatives to the above qualifications as the Superintendent and the Board of Trustees may find appropriate and acceptable.

REPORTS TO: The Superintendent

JOB GOAL: To supervise on a constant ongoing basis the translation of the Districts strategic plan mission goals and objectives into active terms that directly benefit each individual student.

PERFORMANCE RESPONSIBILITIES:

1. Serves in the absence of the Superintendent as the chief administrative officer for the district.

2. Oversees all curriculum and program development early childhood through secondary levels.

3. Plans and administers an efficient system for supervising and evaluating all personnel in the Division of Instruction.

4. Provides leadership for the Division of Instruction in order to develop a current effective instructional program.

5. Assists in the preparation and administration of the districts budget.

6. Assumes responsibility for budget development and long-range financial planning of the Division of Instruction.

7. Keeps informed of and interprets all laws regulations statutes rules and policies affecting the Division of Instruction.

8. Attends School Board meetings and presentsinformation related to the Division of Instruction as directed by the Superintendent.

9. Attends and presides over other meetings as the Superintendent designates.

10. Prepares drafts of needed Board policies administrative rules and status reports for the Superintendents review and action.

11. Coordinates and supervises the work of all staff members in the Division of Instruction.

12. Oversees the development of strategies that address students strengths and weaknesses.

13. Assists staff members with analyzing results forState and National Test assessments.

14. Represents the district at national state district and community conferences training sessions and meetings-related to instructional improvement.

15. Submits State Department of Education grant applications for approval.

16. Plans and implements the Professional Development Program for the District (teachers principals and other staff)

17. Oversees school/district strategic planning.

18. Oversees all fine arts programs.

19. Oversees Instructional Technology planning and implementation.

20. Oversees Gifted and Talented programming/planning.

21. Oversees Federal programs.

22. Oversees District/State Testing and Accountability Program.

23. Makes frequent on-site visits to schools for the purpose of instructional program evaluation and assessment.

24. Coordinates andmanages School Choice initiatives.

25. Reviews and approves all field trip requests.

26. Works with others consistently in a cooperative and respectful manner.

27. Performs all other duties and responsibilities as designated by the Superintendent

TERMS: 240 days. The Division of Personnel will establish salary and work year based upon the recommendation and approval by the Superintendent and approved by the Board of Trustees.

EVALUATION: Performance of this job will be evaluated annually in compliance with the

Boards policy on evaluation and professional personnel.

MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS

Physical Requirements: Requires work that involves walking or standing some of the time and involves exerting up to 50 pounds of force on a recurring basis.

Data Conception: Requires the ability to compare and/or judge the readily observable functional structural or compositional characteristics (whether like or divergent from obvious standards) of data people or things.

Interpersonal Communication: Requires the ability of speaking and/or signaling people to convey or exchange information. Includes receiving assignments and/or directions from supervisor.

Language Ability: Requires the ability to read a variety of documents. Must be able to speak with poise voice control and confidence and to articulate information to others.

Intelligence: Requires the ability to apply logical thinking to define problems collect data establish facts and draw valid conclusions; to interpret an extensive variety of instructions in oral written or diagrammatic form; to deal with several abstract and concrete variables. Must have the ability to comprehend and interpret received information and the ability to comprehend and implement basic machinery functions.

Verbal Aptitude: Requires the ability to record and deliver information to explain procedures to follow oral and written instructions. Must be able to communicate effectively and efficiently with persons of varying educational and cultural backgrounds.

Numerical Aptitude: Requires the ability to add and subtract totals to multiply and divide to determine percentages and decimals to determine time. Must be able to use practical applications of fractions percentages ratio and proportion.

Form/Spatial Aptitude: Requires the ability to inspect items for proper length width and shape and visually read various information.

Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using automated office equipment and communications machinery.

Manual Dexterity: Requires the ability to handle a variety of items including computer keyboards office equipment control knobs switches etc. Must have minimal levels of eye/hand/foot coordination.

Color Discrimination: Requires the ability to differentiate between colors and shades of color.

Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under moderate stress when confronted with an emergency or tight deadline. The worker is subject to tension as a regular consistent part of the job.

Physical Communication: Requires the ability to talk and hear: (talking: expressing or exchanging ideas by means of spoken words; hearing: perceiving nature of sounds by ear). Must be able to hear and understand communications through a telephone.

PERFORMANCE INDICATORS

Knowledge of Job: Has thorough knowledge of the methods policies and procedures of Spartanburg School District Seven pertaining to specific duties of the Chief Academic Officer. Is knowledgeable in the standards and regulations pertaining to the specific duties and responsibilities of the position.

Has knowledge of the organization of the district and of related departments and agencies. Has the ability to comprehend interpret and apply regulations procedures and related information.

Can perform duties effectively and professionally in an environment in which discrimination and other public issues are constant concerns. Has the ability to plan organize and prioritize daily assignments and work activities. Has good organizational technical and human relations skills. Has the ability to learn and utilize new skills and information to improve job performance and efficiency.

Quality of Work: Maintains high standards of accuracy in exercising duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high quality communication and interaction with internal and external entities with whom the position interacts.
