Title: SME Information Technology Project Manager

Location: Remote with occasional on-site support at IRS facilities (e.g. New Carrollton MD or Washington DC area)

Position: 1

Duration: 6 month base with 2 3-month options

Start date: ASAP

Security Clearance: IRS Moderate Risk Public Trust (Background Investigation required)

Salary: Please provide your salary requirement C2C or 1099 hourly rate

Education/Experience: Masters degree in Computer Science Information Systems Engineering or related field

Certifications: Project Management Professional (PMP) or DAWIA PM Level III certification ITIL Agile (Scrum Master/SAFe) or DAWIA Level III PM certifications

Position Summary

The SME Information Technology Project Manager will provide strategic leadership technical guidance and subject matter expertise for the FISMA Security Control Assessor (SCA) services supporting the IRS. This role involves overseeing large-scale IT initiatives including security assessments compliance with NIST SP 800-53 controls Risk Management Framework (RMF) implementation and continuous monitoring. The manager will direct multidisciplinary teams manage project lifecycles ensure timely delivery of assessments for approximately 200 FISMA boundaries and integrate automation tools like Qmulos and ServiceNow to enhance efficiency and reduce manual workloads.

Required Qualifications

  • Minimum of 15 years of progressively responsible experience in information technology project and program management systems integration or enterprise IT modernization
  • At least 8 years in a senior leadership or program management role overseeing large-scale complex IT initiatives such as enterprise transformations multi-agency programs or mission-critical system implementations
  • Demonstrated expertise providing strategic direction technical guidance and subject matter expertise across all phases of IT project lifecycles
  • Knowledge of FISMA NIST Special Publications OMB Risk Management Framework (RMF) and ISCM Plan development
  • IT security knowledge with professional certifications from ISC2 ISA PMI CompTIA or SANS Institute
  • Knowledge and experience with technology risk assessments covering Webservices network appliances and software
  • Knowledge and experience with cloud systems CSPs and FedRAMP requirements
  • Project management experience including monitoring and overseeing multiple tasks concurrently lasting 4-6 months

Preferred Qualifications

  • Project Management Professional (PMP) or DAWIA PM Level III certification
  • ITIL Agile (Scrum Master/SAFe) or DAWIA Level III PM certifications
  • Knowledge of the IRS infrastructure technologies and general support systems
  • Knowledge and experience with the IRS Enterprise Lifecycle and OneSDLC
  • Knowledge of System Interconnections including VPN and other encryption technologies
  • Knowledge of IRS Business Units and IT enterprise processes
  • Knowledge/experience with Qmulos Q-Compliance SharePoint Scanning tools ServiceNow GRC SPLUNK
  • Knowledge and experience with security architecture principles and system modeling
  • Experience automating routine tasks and implementing intelligent automation technologies
