Job Summary

DUTIES AND RESPONSIBILITIES
Responsible for planning organizing staffing directing and coordinating of the facility to ensure quality care for residents of WHCC; to be knowledgeable of and implement federal state and local laws and regulations applicable to the facility and residents personnel and physical plant.
Responsible for planning organizing and carrying out the assigned duties and responsibilities in accordance with current existing federal and state regulations and established company policies and procedures.

JOB PURPOSE
The individual is responsible for the professional economical and efficient operation of the
Western Horizons Living Centers and its departments for the betterment of the residents tenants patients and their families and employees. The Administrator is also responsible for all properties owned or acquired by Western Horizons Living Centers. The individual also acts as a liaison between residents staff tenants and patients.

RESPONSIBILITIES
  • Administers coordinates and directs all activities of WHLCs. Much of this is accomplished through delegating authority to staff but never can the responsibility be fully delegated.
  • Determines Organizational structure for the management of departments and activities of WHLC.
  • Assists in development interpretation and approving implementation of all policies and procedures of WHLCs.
  • Establishes new services with the approval of the CEO and the Board.
  • Maintains the plant and grounds in good repair.
  • Is responsible for the financial operation of the WHLCs. Is directly responsible for all expenditures.
  • Promotes favorable public relations. This includes relations with the Centers with the community Center with residents or tenants and their families Center with staff and Centers with local city county state and federal regulating bodies.
  • Reports periodically to the CEO and Board of Directors on the activities needs and problems of WHLCs.
  • Appoints managerial staff and members of the leadership teams. Appoints department heads.
  • Enters into contracts required for ordinary operation of business with the exception of contracts and leases with local state or federal governments which are submitted to the CEO.
  • Assists with the developmental long-range plans for WHLCs in conjunction with the needs of WRHSF and the area that is served.
  • Supervises preparation of annual budget (operating and capital) for the approval of the CEO and the Board and implements said budgets as approved.
  • Approves the creations of all new positions within WHLCs.
  • Participates in or is represented in Community State and National Health Association and Professional Activities which defined the delivery of health care services. This is done with the approval of the CEO.
  • Pursues a continuing program of formal and informal education in health care administrative and management areas to maintain strengthen and broaden concepts philosophy and ability as a health care Administrator/Operations Officer.
  • Undertakes all other responsibilities as may be delegated by the CEO and the Board.
REPORTING RELATIONSHIPS
Reports directly to the CEO and Board of WHLCs. All personnel of the WHLCs report to the Administrator possibly through a department head or DON. Administrator has final responsibility of all operations of WHLCs up to the purchase of Capital Equipment and major repairs which are done only with the approval of the Board and follow set policy for such.

ESSENTIAL FUNCTIONS
  • Select personnel to supervise activities of major departments and consult with them regarding problems; hire discipline and terminate department employees; schedule and staff departments personnel; ascertain quality of performance wage adjustments and inter-departmental relationship.
  • Represent facility with government and private agencies.
  • Establish implement review and update facility policies pertaining to clinical care personnel financial control public relations maintenance of physical plant job descriptions and procedure manuals.
  • Accompany surveyors and consultants on facility inspections; arrange exit conferences which include department heads; review deficiencies and submit plan of correction to appropriate governmental agency upon receipt of report of deficiencies.
  • Supervise department heads including office staff; meet with department heads and make rounds.
  • Evaluate performance of employees with department heads and supervisors and discuss evaluation with respective employee.
  • Responsible for petty cash account accounts receivable accounts payable and resident funds.
  • Provide security for physical management records personnel records and current and closed resident records.
  • Work with department heads and supervisors to provide staff meetings in-service training orientation programs employee evaluations and supervision.
  • Maintain personal contact with residents and their families or guardians.
  • Operate manage and maintain the facilities in accordance with established policies and procedures of the governing body.
  • Act as liaison with the governing body and professional and supervisory staff through meetings and reports.
  • Prepare and forward to authorities reports as required by federal state and local agencies and management.
  • Ensure adequate food nursing and housekeeping supplies and equipment are available properly stored and in working order.
  • Be an active member of committees where applicable and set meeting dates and ascertain that copies of minutes and reports of meetings are maintained and sent to proper officials.
  • Review and evaluate reports from the facilitys committees and consultants and document disposition and implementation of recommendations.
  • Ensure volunteer program is planned and supervised by a designated employee.
  • Notify state agencies of any changes.
  • Prepare and submit required reports.
  • Observe activities in each department and on each shift.
  • Instruct facility staff to furnish information regarding residents to authorized agencies or individuals and maintain confidentiality.
  • Perform related duties as assigned or as the situation dictates.
QUALIFICATIONS
  • License: Hold a current unencumbered nursing facility administrators license in this state.
  • Continuing Education: In accordance with state and federal laws
  • Education:As required by state and federal laws but at least a B.S. degree from an accredited college or university and preferably a major or minor in health care/administration and a masters degree.
  • Experience:Not less than 5 years experience in a hospital or nursing home with a preference to such experience in long-term care.
  • Job Knowledge:Leadership communication nursing home regulations and standards budgeting personnel and business administration public and community relations relations with other health-care providers ability to handle crisis situations and make judgments and decisions.
