Job Title: Business Systems Analyst (Medicaid Systems - 14 years total exp preferred)
Location: Austin TX - (Onsite- Local candidates Only)
We are currently seeking candidates who meet the following qualification
Serve as a liaison between business stakeholders and IT teams including architecture project delivery and application sustainment teams
Analyze raw data and translate business needs into clear technical and functional requirements
Review analyze and evaluate business systems and user requirements to support strategic business goals
Formulate system solutions aligned with overall business strategies and modernization objectives
Support a major Medicaid application modernization initiative and assist in delivering integrated system solutions
Provide project and product oversight for Medicaid IT-contracted systems and dependent project efforts
Coordinate with external vendors to complete projects and service requests and evaluate vendor deliverables
Develop review and maintain project artifacts including requirements documentation design specifications traceability matrices and test cases
Write detailed documentation of user requirements program functions and system processes
Analyze systems troubleshoot issues and support solution implementation activities
Manage project scope acceptance criteria deployment activities and user acceptance testing (UAT) coordination
Monitor system integration activities and ensure successful testing and validation of solutions
Identify project risks and challenges and develop mitigation strategies to ensure successful delivery
Perform analysis of Health and Human Services policies procedures and standards and determine their impact on automated systems and system functions
Conduct business process analysis and business process reengineering to improve system efficiency and performance
Identify opportunities for applying new technologies to business problems and improving operational effectiveness
Prepare solution options and perform financial analysis including cost/benefit analysis ROI analysis and buy-vs-build assessments
Assist in creating documentation and processes to ensure consistent understanding and alignment with agency technical direction
Support portfolio and project tracking updates within enterprise project management tools
Maintain requirements and development lifecycle artifacts using Team Foundation Server (TFS)
Work in an Agile development environment preferably using SAFe Agile practices
Utilize Microsoft tools including MS Office SharePoint and Copilot for documentation and collaboration
Demonstrate understanding of enterprise architecture components including user interfaces data layers infrastructure and system integrations
Knowledge of business rules engines and workflow orchestration platforms
Familiarity with Azure cloud-hosted solutions and enterprise cloud environments
Experience working with state government systems Medicaid or CHIP programs is highly preferred
Experience updating portfolio management tools and tracking state-level major information resource projects
Ability to work independently on complex tasks with minimal supervision and provide strategic recommendations to leadership
PMP certification or project management experience is considered a strong plus
