Description

Responsibilities

The Systems Analyst supports the modernization and integration of the legacy AERO education system. This role combines systems analysis DevOps pipeline management release coordination quality assurance requirements development and strategic evaluation of legacy system gaps and alternatives. The incumbent will work cross-functional across the team to ensure digital solutions meet ministry objectives adhere towards Ontario Public Service (OPS) standards and support equitable accessible and secure education services for students educators and administrators.

The Alternative Education Resources for Ontario (AERO) system is a custom-built legacy application that supports request management processing workflows catalog administration and production operations. Initially developed in 1995 AERO has undergone numerous enhancement cycles led by different development teams resulting in a heterogeneous codebase and varied architectural approaches.

The current system comprises components written in C# Framework and VBScript. Over time inconsistencies have emerged between the Oracle database logic and the user interface layer increasing the complexity of maintenance troubleshooting and change implementation.

To sustain operational service levels and meet the evolving needs of staff and stakeholders AERO requires ongoing updates to both its server infrastructure and application code. While preserving current functionality is essential the system also demands continuous evaluation of change requests risk assessments and proactive stability management.

The application is maintained using Visual Studio 2019 and depends on legacy technologies including Framework 2.#. These dependencies must be addressed and modernized ahead of the Windows Server end-of-support deadline in January 2027 to ensure long-term compatibility and security compliance.

The Systems Analyst will play a critical role in balancing operational support with strategic modernization. This includes managing change requests addressing system deficiencies evaluating the risks of proposed changes and identifying structured development options and modernization pathways to guide future enhancements and long-term sustainability.

Key Responsibilities

DevOps & Release Management

  • Design implement and maintain CI/CD pipelines for C# and applications using Azure DevOps
  • Manage Git branching strategies pull requests and release workflows across development staging and production environments
  • Coordinate software releases in alignment with OPS change management protocols and enterprise architecture guidelines

Testing & Quality Assurance

  • Collaborate with business analysis and developer to define test strategies and acceptance criteria for legacy and modernized systems
  • Support automated and manual testing efforts; ensure compliance with OPS security accessibility and privacy standards
  • Document and report defects; participate in defect triage and resolution

DevOps Test Planning

  • Develop and maintain test plans integrated into CI/CD pipelines
  • Define test coverage requirements for unit integration system and regression testing
  • Monitor test execution within pipelines and analyze results to identify trends and bottlenecks
  • Collaborate with developers and QA engineers to optimize test environments and data sets

Requirements Analysis & Development

  • Lead requirements gathering sessions with ministry stakeholders and education partners
  • Document detailed functional and non-functional requirements use cases and user stories

System Gap Analysis & Alternatives

  • Conduct comprehensive gap analysis between legacy systems and proposed digital solutions
  • Identify functional technical and operational limitations in current AERO system architecture
  • Evaluate and compare system alternatives including commercial off-the-shelf (COTS) cloud-native and custom-built options
  • Recommend modernization strategies that align with ministry goals OPS standards and long-term sustainability
  • Prepare documentation and presentations to support decision-making and stakeholder engagement

Legacy System Integration

  • Analyze legacy system architecture and dependencies across ministry platforms
  • Design integration strategies between legacy framework systems and modern platforms
  • Recommend modernization approaches that preserve critical business logic and data integrity

General Skills

  • Provides specialized technical expertise in the overall analysis of the design and architecture of systems solutions.
  • Ability to evaluate recommendations and ensures all recommended solutions for improvement are congruent with the project goals and objectives

  • Leads the technical aspects of projects related to the development and/or acquisition of a diverse range of client applications through all stages of the Systems Development Life Cycle (SDLC). This includes planning scheduling and estimating resources providing technical expertise co-ordination monitoring progress and providing management with project status updates
  • Demonstrated experience gathering requirements translating business documents into technical specifications
  • Experience leading development/support teams supporting multi-dimensional and relational databases and their applications for effective planning budgeting strategizing and forecasting procedures
  • Demonstrated experience designing and developing complex applications utilizing relational and multi-dimensional databases
  • Ability to provide implementation and post implementation support as required
  • Oversees the research and evaluation of the technical components in the acquisition of software hardware technology systems and products
  • Recommends and directs the measurement and improvement of tools techniques standards and performance criteria to control the quality of application development initiatives
  • Provides coaching and direction to junior analysts throughout the project related to the development and/or acquisition of a diverse range of client applications through all stages of the Systems Development Life Cycle
