The Kawartha Pine Ridge District School Board (KPR) offers a world-class education for approximately 36000 students in 87 schools. Spanning over 7000 square kilometers across diverse rural and urban communities in southeastern Ontario KPR serves the Municipality of Clarington Northumberland and Peterborough Counties and City of Quinte West/Murray Ward.

The Board is situated on the traditional territory of the Michi Saagiig Anishinaabeg people serving three vibrant Indigenous communities which include Alderville First Nation Curve Lake First Nation and Hiawatha First Nation.

Main R esponsibilities:

The purpose of the Human Resources Officer Staffing position is to administer and provide support for the teaching education worker and administrative groups staffing processes including job postings the selection process staffing changes employee leaves and reporting in accordance with collective agreements applicable legislation and Board policies and regulations. The position provides accurate and timely guidance to principals managers and employees maintains confidential staffing related data and supports fair compliant and efficient human resources processes.

  • Provide guidance and recommendations on staffing matters to employees and principals/managers in alignment with internal procedures and collective agreements to support fair consistent and efficient practices.
  • Coordinate teaching education worker and administrative staffing processes by creating job postings screening candidates for required qualifications and eligibility supporting interviews administering assessments gathering job competition documentation and preparing offers of employment ensuring compliance with collective agreements legislation and Board policies
  • Resolve staffing related issues by analyzing information evaluating solutions and recommending resolutions in consultation with the Team Lead and Manager as required ensuring clear communication with employees managers and unions as applicable.
  • Review and process staffing changes such as salary placements transfers experience updates and category changes ensuring accuracy in accordance with process requirements and applicable pay deadlines to ensure accurate employee status information.
  • Evaluate prior or related teaching experience to determine total years of experience and appropriate grid rate for teaching staff ensuring alignment with job requirements and collective agreement standards.
  • Award positions by consulting seniority lists permanent hire dates elementary teacher long-term occasional ready-to-hire lists and other relevant criteria to prioritize candidates ensuring compliance with collective agreement.
  • Review employee long-term leave requests ensuring they are processed and approved or denied in accordance with established requirements and collective agreement language consulting with the Team Lead Manager and/or Labour Relations to address complex cases or resolve discrepancies.
  • Accept and process all employee retirement and resignation requests ensuring required documentation is obtained stakeholders are informed and necessary staffing actions are completed.
  • Coordinate the annual staffing processes by accurately updating seniority and roster spreadsheets calculating experience reviewing employee qualifications and communicating staffing changes to employees as per collective agreement requirements.
  • Maintain accurate employee and staffing documents including seniority lists rosters critical paths and process guides.
  • Prepare a variety of staffing reports and summaries to support workforce planning and inform decision-making.
  • Collaborate with union representatives to ensure staffing processes and leave adjudications comply with collective agreements.
  • Collaborate with human resources team members and other departments to resolve discrepancies ensure data accuracy and support innovative process improvements.
  • Responds to inquiries from the public providing clear guidance on staffing procedures employment requirements and available opportunities.
  • Other duties as assigned.

Mandatory Minimum Qualifications:

  • Completed two (2) year post-secondary diploma in Human Resource Management or a diploma/degree in a related field combined with a Human Resource Management certificate.
  • Minimum one (1) year of experience in a progressive human resources environment.
  • Experience working in a unionized environment is an asset.
  • Human Resources Management designation (i.e. CHRP/CHRL) is an asset.

  • Demonstrates the highest level of confidentiality and discretion when handling sensitive and personal human resources information.
  • Effective interpersonal and relationship-building skills with proven ability to foster cooperative and productive working relationships.
  • Effective organization and time management skills to manage high volume workload and competing deadlines.
  • Advanced skills in Microsoft Office applications (i.e. Word Excel PowerPoint) Human Resource Information Systems and reporting tools.
  • Excellent attention to detail in performing and maintaining human resources processes and data/reports to ensure accuracy and integrity.
  • Strong knowledge of collective agreements and employment legislation to support consistent fair and compliant processes.
  • Clear and professional communication skills to explain processes and provide guidance/recommendations.
  • Demonstrates a strong commitment to the Boards mission to educate students to excel in learning succeed in life and enrich communities.
  • Builds positive relationships through empathetic communication and respectful interactions with students colleagues and school community members.
  • Committed to a culture of continuous improvement and service excellence.

Leadership/Supervision:

  • Not responsible for the supervision of employees but will be required to provide subject-matter support and/or guidance.


Working Conditions:

  • Primarily office-based environment with frequent interruptions distractions visual exertion and keyboard use.
  • Frequent pressure to meet deadlines especially during peak staffing periods and payrollrelated timelines.
  • Moderate requirement to manage challenging interpersonal interactions.
  • Occasional travel may be required.
