About Harris County Flood Control District:

The Flood Control District has the mission to reduce the risk of flooding in Harris County the third most populated county in the United States with a population in excess of 4.7 million including the City of Houston the nations fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county which consist of approximately 1500 channels totaling nearly 2500 miles in length as well as more than 60 regional stormwater detention basins totaling more than 10000 acres and several wetlands mitigation banks including Greens bayou.


What you will do atHarris County Flood Control District:

The Harris County Flood Control District is currently seeking applicants for the role of Health and Safety Manager who is responsible for developing implementing executing managing training and enforcing the Harris County Flood Control District (District) Health and Safety Program (HSP). The primary focus of this role is ensuring a safe work environment for construction workers on District construction sites by enforcing Occupational Safety and Health Administration (OSHA) guidelines and complying with Harris County and Harris County Flood Control District safety regulations and policies.

Essential Functions and Duties:
Knowledge & Compliance
  • Develops and maintains a thorough knowledge of local state and federal construction health and safety laws and regulations including OSHA guidelines.
  • Ensures District staff consultants and construction workers observe local state and federal safety guidelines.
Policy Development & Training
  • Oversee the development and implementation of construction site safety policies procedures and training materials.
  • Manages staff and/or consultants in the performance of administrative and field duties in reviewing and investigating OSHA compliance.
  • Ensure all workers visitors and District staff have passed all policy-prescribed OSHA/safety training prior to accessing any District construction site.
Audits Investigations & Corrective Action
  • Conducts and/or oversees construction site audits for potential safety issues and hazards that may require intervention.
  • Performs and oversees accident investigation injuries and unsafe working conditions including interfacing with workers compensation claims and communication with injured workers and the return-to-work strategies.
  • Cooperate in the preparation of material and evidence for organizational use in hearings lawsuits and insurance investigations.
  • Reviews and approves staff and/or consultant findings with recommended solutions and remedial action.
Communication & Meetings
  • Oversee the presentation of safety information at pre-bid pre-construction ad-hoc and contractor monthly meetings.
Reporting & Recordkeeping
  • Oversee the maintenance of the database and spreadsheets of all efforts and outcomes of wage compliance for each project.
  • Proactively communicates the status of work and provides reports to management as directed.
Additional Responsibilities and Duties:
  • Assume additional responsibilities as required adapting to the evolving demands responsibilities needs and objectives of the District.

Requirements

Education:

  • Bachelors Degree from an accredited university or college with major course work in Business Administration Accounting Construction Management or a related field.

    • Directly related professional experience may be substituted for up to two (2) years of the education requirement.

Experience:
  • Five (5) years of experience in construction and facility safety.
  • Previous experience in auditing accounting payroll investigation or procurement experience required.
  • Previous experience in Health and Safety policy development experience required.

Licensure:

  • Valid Class C Texas Drivers License
Knowledge Skills and Abilities:
  • Excellent written and verbal communication interpersonal and critical thinking skills.
  • Strong computer skills utilizing internet-based databases and Microsoft software such as Outlook Word Excel and Teams. Self-starter with exceptional attention to detail organizational time management and decision-making skills.
  • Ability to work independently with limited supervision relative autonomy and general review.
  • Ability to learn newly implemented software with proficiency and adapt to procedure changes with ease.
  • Ability to operate and/or utilize a variety of standard business and office machines and equipment.
  • Ability to establish and maintain effective working relationships with a diverse group of individuals.
  • Ability to handle highly sensitive and confidential information at all times.

  • Occasional walking up and down steep slopes of ditches or on rough and uneven surfaces or ground such as sloping terrain plowed or furrowed areas or construction sites.
  • Occasional ascending/descending stairs; prolonged sitting for extended periods of time.
  • Work is generally performed indoors in a normal office environment with acceptable lighting temperature air conditions and noise levels.
  • When at field locations may be exposed to significant levels of heat cold moisture air pollution wind and dust wildlife flying/walking insects vibration and/or noise in excess of 85 decibels.
