Cuso International is implementing the Peruvian Response for Opportunities of Venezuelan Migrants and Refugees in Employment and Sustainable Income Generating Activities (PROMESA) project in Peru which main objective is to improve the socioeconomic integration of Venezuelan Migrants and Refugees and vulnerable host community members especially women LGBTQI groups and indigenous and afro-descendant population in Arequipa Ica Lima/Callao and Piura. The project is financially supported by Global Affairs Canada (GAC) and will be implemented from 2025 to 2030. The candidate selected will play an important role working in coordination with the Peru Country Representative (CR) and PROMESA Program Manager (PM).

The project is financially supported by Global Affairs Canada (GAC) and will be implemented from 2025 to 2030. Reporting to the Country Representative the Finance Officer is responsible for ensuring that financial activities are carried out on time and accurately.
Cuso is also implementing the SHARE program (Sharing Expertise for Inclusive Development and Gender Equality) implemented by Canadian volunteers placed with local partners to provide technical assistance. The Program Officer will be supporting this initiative in coordination with the SHARE Regional Manager and the SHARE Project Officer.
KEY RESPONSIBILITIES AND DELIVERABLES
- Financial Management and Accounting
- Maintain accurate and up-to-date financial records in the organizations accounting system.
- Record all financial transactions in accordance with organizational policies and donor requirements.
- Ensure proper coding of expenses according to project budgets and cost categories.
- Prepare and review journal entries accruals and adjustments.
- Reconcile bank accounts advances and balance sheet accounts on a regular basis.
- Budget Monitoring and Financial Reporting
- Monitor project expenditures against approved budgets.
- Support program staff in understanding financial reports and budget utilization.
- Prepare monthly quarterly and annual financial reports for internal management.
- Contribute to donor financial reports in compliance with donor requirements.
- Identify and communicate budget variances and potential financial risks.
- Grants and Donor Compliance
- Ensure financial management complies with donor regulations (e.g. Global Affairs Canada other institutional donors).
- Verify that expenses charged to projects are eligible and supported by proper documentation.
- Maintain organized financial documentation to support audits and donor reviews.
- Assist in the preparation of donor financial reports and supporting schedules.
- Payments and Cash Management
- Process payments and reimbursements to suppliers partners volunteers and staff in accordance with internal controls.
- Review payment requests for completeness eligibility and proper authorization.
- Maintain accurate cash flow forecasts and monitor liquidity.
- Manage petty cash and ensure proper reconciliation.
- Prepare and submit funds requisitions to Central Office every month.
- Prepare and issue income receipts.
- Partner Financial Management
- Review financial reports submitted by implementing partners.
- Verify supporting documentation for partner expenditures where required.
- Monitor partner budgets and provide guidance on financial compliance.
- Support capacity building of partners on financial management when necessary.
- Internal Controls and Compliance
- Ensure adherence to internal financial policies and procedures.
- Support implementation of strong internal controls to prevent fraud and financial errors.
- Participate in internal compliance checks and spot reviews.
- Maintain proper filing and documentation systems for financial records.
- Audit Support
- Prepare documentation and schedules required for internal and external audits.
- Respond to audit queries and provide supporting evidence for transactions.
- Support implementation of audit recommendations.
- Coordination and Support to Programs
- Work closely with the local team and Central Office on financial planning and budget monitoring.
- Provide financial guidance to non-finance staff on procedures and compliance.
- Participate in project planning processes and budget preparation.
- Administrative and Operational Support
- Support preparation of project budgets and budget revisions.
- Maintain financial trackers for project expenditures and commitments.
- Contribute to financial process improvements and efficiency initiatives.
- Prepare the payroll for all the projects being implemented in the CPO.
- Print and distribute staffs payslips.
Other responsibilities
- Fulfill other responsibilities as required by the line manager the Country Representative SHARE Regional Manager or Central Office from time to time.
- Regular travel within Peru particularly Piura Arequipa and Ica and internationally when required.

Education
- Relevant accreditation in Finance Accounting or Financial Management
Experience
- At least five (5) years of relevant experience in financial management related to implementing and managing project budgets including monitoring and budget planning.
- Experience in developing planning and managing large budgets for international donors such as GAC UN agencies and other donors.
- Experience working with financial and accounting software and spreadsheets like Excel SAGE and QuickBooks.
- Experience in preparing accurate and detailed financial reports.
- A strong track record of providing high-quality customer service to internal and external clients including partners and donors.
- Demonstrated ability to be self-sufficient with IT tools (Outlook email databases Excel PowerPoint among others) and a willingness to develop IT skills to enhance work effectiveness.
Knowledge
- Knowledge and understanding of Peruvian tax laws and processes
Capacities Skills and Competencies
- Strong attention to detail including the ability to identify resolve and correct errors.
- Ability to manage time tight deadlines and work effectively under pressure.
