Job Summary

Role Purpose:

The Technical Permit & Compliance Manager will ensure our company adheres to legal standards and in-house policies and remain aligned to and be the responsible person to administer the client permitting system. You will be responsible for enforcing regulations in all these aspects and levels as well as providing guidance on permitting and compliance matters.

The Compliance Manager is expected to be well-versed in legal guidelines and statutory compliance best practices including substantial experience in permitting within a technical (MEP) environment. They are professionals of high ethical standards and work diligently to complete their duties keeping in mind the objectives of the business. You must be comfortable saying no when necessary and be result-oriented.

The goal is to preserve the companys integrity by making sure it stays on a lawful and ethical course.

Main Duties & Responsibilities:

  • Administer the client Permitting System TAP including client and JLL engaged contractors
  • Provide training to any staff being included on the use of the client permitting system
  • Be the first point of contact for any client escalation in respect of Permitting across estate
  • Be the trusted advisor to the client and JLL account team in respect of Permitting and inform decisions to modification of the system where statutory requirements are to be improved upon in accordance with legislation changes or best practices
  • Develop and oversee control systems to prevent or deal with violations of legal guidelines and internal policies.
  • Evaluate the efficiency of controls and improve them continuously.
  • Revise procedures reports etc. periodically to identify hidden risks or non-conformity issues.
  • Draft modify and implement company policies tool box talks and RAMS
  • Collaborate with corporate counsels to monitor enforcement of standards and regulations.
  • Work closely with client HSQE representative reporting monthly on near misses accidents etc against our SLAs
  • Review the work of colleagues when necessary to identify health and safety and compliance issues and provide advice or training.
  • Keep abreast of regulatory developments within or outside of the company as well as evolving best practices in compliance control.
  • Prepare reports for senior management and external regulatory bodies as appropriate.
  • Develop and upkeep of statutory logbooks ensuring third party visits are scheduled to meet the target dates.
  • Conduct regular audits and follow through to close out of any actions raised.
  • Work closely with the client on internal and external audits.

Requirements

  • Technical background with a minimum trade qualification of C&G level 3 or above
  • 10 years minimum experience engineering field experience
  • Ideally a bachelors degree in mechanical or electrical engineering
  • NEBOSH level certification or higher H&S qualification
  • At least 5 years in Permit Management function or demonstrated experience to system management
  • Proven experience as compliance manager.
  • In-depth knowledge of the industrys standards and regulations.
  • In depth knowledge of Internal ISO Auditing.
  • In depth knowledge of Fire Reform & Building Safety Act knowledge.
  • In depth knowledge of reporting procedures and record keeping.
  • A business acumen partnered with a dedication to legality.
  • Methodical and diligent with outstanding planning abilities.
  • An analytical mind able to see the complexities of procedures and regulations.
  • Excellent communication skills.
  • In depth Health and Safety knowledge

Knowledge:

  • Working knowledge of Microsoft Office including Word Excel and Outlook.
  • Experience of using facilities-based systems
  • A in depth understanding of technical systems (i.e Chillers UPSs etc) including 10 years working with these systems in commercial property sector
  • Extensive knowledge of the legal requirements of building services and statutory requirements.
