ORGANIZATIONAL CONTEXT:
As per WFP aviation safety policy published in the Aviation Safety Unit Manual (ASU-M) WFP promotes and standardizes the safety of WFP aviation. WFP is committed to developing and implementing effective strategies regulatory frameworks and processes to ensure that aviation activities in WFP operations achieve the highest practicable level of safety.
Within the mentioned context WFP has an independent Aviation Safety Unit (ASU) with functional reporting lines to WFP senior management. Safety Assurance will be performed by Aviation Safety Unit and enforced by WFP Aviation Service.
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
As established in the ASU-M based in the regional ASU office and reporting directly to the Regional Aviation Safety Officer (RASO) the National Aviation Safety Officer (NASO) provides technical support in generation analysis and management of aviation safety information and its aspects that contribute to the efficient implementation of safety management processes and safe and efficient WFP air transport services.
MAIN ACCOUNTABILITIES/RESPONSIBILITIES:
1. Conduct periodic assessments of Air Operator Certificate Holders contracted by WFP at local level as well as abroad to review and ensure compliance with the applicable regulations/WFP contractual requirements as tasked by ASU and complete evaluation reports within the period specified in the respective Working Instruction. Later on to review the Corrective Action Plans (CAPs) proposed by the AOC Holders aiming to close the respective findings.
2. Ensure that received hazard and occurrence reports and other safety information are processed for analysis risk assessments estimations and measurement of safety performance using the WFP program (ECCAIRS and SMILE) reporting safety concerns to RASO assisting to eliminate potential hazards.
3. Produce all reports required by ASU Safety Communication System and ensure its currency actively proposing changes to align them with the best practices in aviation industry.
4. Actively propose draft revisions to the Aviation Safety Unit Manuals Working Instructions and Guidance Materials aiming to align them with the best practices in aviation industry and promote innovation.
5. Provide technical advice and support training to aviation staff in the field on aviation safety matters to promote safe aviation operations.
6. Perform aviation safety monitoring identify aviation hazards and ensure that internal quality control systems are in place and relevant records efficiently processed.
7. Collect and analyze safety data prepare timely and accurate reports as per ASU procedures and disseminate significant safety information to all concerned parties.
8. Actively participate in as Team Leader and/or Team Member and support safety and quality processes such as evaluations and inspections including aviation accident or incident investigations.
9. Perform accurate analysis of aviation safety occurrences prepare reports documenting assessment findings formulate safety mitigation measures and track corrective actions to help prevent similar occurrences.
10. Assist in the management and delivery of aviation safety services support the implementation of Aviation Field Operation Safety Program and contribute to exchanging advisory information with other partners in aviation industry.
11. Support Aviation staff in other offices provide advice and disseminate required information as well as provide safety analyses when required. Act in an assigned emergency response capacity as required to meet the provisions of service to the humanitarian community as needed.
12. Availability to act through extended periods within the Country Offices in the Regional ASU Office area of responsibility. Substitute the ASU Aviation Safety Officers based in the country positions established by ASU during his/her leaves and/or rest and recuperation (R&R) periods.
13. Other as required by Chief Aviation Safety Unit (CASU) and/or Regional Aviation Safety Officer (RASO).
SPECIFIC QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
First University degree in Aviation Sciences Aeronautics Aviation Engineering or Airport Management Air Transport Management Aviation Quality Assurance or other relevant field.
Holds or has held an Airline Transport Pilot License Commercial Pilot License Air Traffic Control License Flight Operations Officer License Aeronautical Engineer or Maintenance Engineer License or equivalent.
A minimum of five years of relevant post graduate professional experience is required including at least three years specializing in operational aviation safety or a safety regulatory framework. Additional qualifications may be specified in the respective Generic Job Profile.
Knowledge & Skills:
Specialized knowledge of the principles and practices related to the aviation safety and assurance programs.
In depth knowledge of occurrence reporting system.
Knowledge in Aircraft Accident/Incident Investigation.
Certified in audits or evaluations methodologies and processes.
Certified in Aviation Safety Management Systems.
Good communication skills with the ability to give and receive technical information and work with a variety of individuals.
Demonstrate humility and a willingness to learn and share knowledge promotes inclusive teamwork stays focused and calm when under pressure responds readily to change in different contexts and adapts accordingly seeks out and listens attentively to diverse views and identifies and aligns objectives to the required outcomes
Knowledge of or the ability to quickly assimilate UN/WFP specific processes and systems.

Languages: Fluency (level C) in English language and the duty stations language if different.
