TheSeniorHealth Information System Officer will lead the design implementation and management of monitoring evaluation and learning activities under the STRIDES JordanActivity.The positionisresponsiblefordeveloping and overseeing the projects MEL framework indicator tracking systems and data quality assurance processes ensuring that data is accurately collected analyzed and reported against agreed targets. The HIS Officer III will synthesize project data to inform adaptive management decisions and support evidence-based program adjustments. Working closely with the project team and donor the position willleadthe preparation of performance reports and contribute to workplan development and donor reporting requirements.The position will also lead the design and implementation of activities focusing on enhancingcapacity in data collection analysis and reporting for actionable disease prevention and response decision makingin Jordan.The HIS Officer III will directly supervise the MEL Officer and provide mentorship and capacity building support to staff and in-country partners on HIS and MEL approaches.

Accountabilities:

  • Leads the design and rollout of the projects MEL framework including the development and finalization of the Performance Monitoring Plan in coordination with the project team and donor.

  • Provides technical direction and guidance to project staff on health information systems data management and MEL in line with project expected outcomes.

  • Leads activities focused on strengtheningmultisectoralhealthdata management systemsfortimely reliable and actionable surveillance and outbreak information such as improving data review and analysisimproving accessibility andinteroperability of human and animal health surveillance data andimprovingeffective use of infectious disease information systems at health facilities and laboratories

  • Leads the design and implementation of baseline midline and endline assessments and evaluations as required under the project workplan.

  • Develops andmaintainsa data quality assurance system including standard operating procedures for data collection entry cleaning and reporting.

  • Synthesizesandanalyzesproject data toidentifytrends inform adaptive management decisions and support evidence-based program adjustments.

  • Develops technical briefs guidelines and other materials to document best practices findings and recommendations.

  • Leads the development and management of project indicator tracking systems ensuring all indicators are accurately captured updated and reported against agreed targets.

  • Overseesthe development and maintenance of data collection tools databases and reporting templates to ensure consistency and accuracy across all project activities.

  • Coordinates with technical staff to ensure MEL data informs workplan development activity design and adaptive management decisions.

  • Prepares data visualizations and dashboards to communicate project progress to internal and external audiences.

  • Leads the day-to-day implementation of HIS and MEL activities under the STRIDES Jordan workplan and tracks delivery of outputs against agreed timelines.

  • Directly supervises the MEL Officerprovidingtechnical guidance support and performance oversight and reviews andvalidatesdata and reports before submission.

  • Provides mentorship and capacity building tosupervisedstaff and in-country partners on HIS and MEL approaches.

  • Leads the preparation of quarterly and annual performance reports ensuringaccurateandtimelysubmission of indicator data to the donor.

  • Contributes to the development and review of annual workplans and all donor reporting requirements.

  • Identifiesand escalates technical issues to senior project staff as needed

Applied Knowledge & Skills:

  • In-depth knowledge of health information systems data management and MEL approaches in a public health context.

  • Familiarity with Jordans national health information systems and relevant government reporting frameworks.

  • Strong analytical skills with the ability to interpret dataidentifyerrors and prepare clear reports.

  • Proficiencyin dashboard development datamanagementand analytic software e.g. MS Excel MS Power BI Tableau SAS SPSS Stata.

  • Excellent organizational and project management skills.

  • Strong written and verbal communication skills in both Arabic and English; professionalproficiencyin both languages is.

  • Ability to work collaboratively with diverse teams and government counterparts.

  • Ability to solve problems and implement corrective action asneeded.

Education:

  • Masters Degree or its International Equivalent in Civil Society Communication and Social Marketing Economic Development Education the Environment Gender Health Nutrition Research Technology and Youth or a Related Field.
  • Project Management (PM) Certification preferred.

Experience:

  • Typically requires 6 years of relevant experience managing data collection and technical assistance experience.
  • Prior work experience in a non-governmental organization (NGO) government agency or private organization.
  • International or Domestic (US) Program Development or Program management experience preferred.
