POSITION SUMMARY

The Grants Supervisor provides leadership and strategic oversight for the identification development administration and compliance of all federal state and local grant programs within the school division. The position ensures that grant-funded initiatives align with the divisions strategic priorities improve student outcomes and comply with all applicable federal state and local regulations.

This position oversees the full grant lifecycle including opportunity identification proposal development budgeting program implementation compliance monitoring reporting and evaluation and collaborates closely with division directors principals and supervisors to ensure that grant funded programs accomplish their approved objectives and that the school division meets compliance and reporting requirements. Serves as division grant liaison to the VDOE and assists in the needs assessment process program monitoring and evaluation of federal state and local grants as assigned by the Chief Financial Officer or his/her designee.

ESSENTIAL FUNCTIONS

Strategic Grants Development

  • Research and identify federal state and private grant opportunities aligned with division strategic priorities.
  • Lead and coordinate the development and submission of grant proposals applications and amendments.
  • Collaborate with division leadership to align grant opportunities with instructional priorities school improvement plans and student achievement goals.
  • Develop competitive grant narratives program designs and performance metrics.
  • Maintain a division-wide grants calendar to monitor submission deadlines and reporting requirements.

Federal Programs & Grant Administration

  • Oversee the administration and implementation of all grant-funded programs.
  • Serve as the division liaison with funding agencies including the Virginia Department of Education (VDOE) and federal grant administrators.
  • Ensure all grant programs are implemented in compliance with federal and state regulations and school board policies.
  • Provide technical guidance and training to administrators and school staff on grant requirements and program implementation.
  • Maintain comprehensive documentation and records for all grant programs.

Fiscal Oversight & Compliance

  • Develop monitor and reconcile grant budgets.
  • Ensure expenditures comply with federal cost principles allowable uses of funds and procurement requirements.
  • Establish internal controls and financial monitoring procedures for grant-funded activities.
  • Monitor grant drawdowns reimbursements and expenditure reporting.
  • Prepare and review financial reports required by funding agencies.
  • Assist in preparation for external audits and federal program monitoring reviews.
  • Assist with needs assessment preparation and timely submission of grant applications revisions and amendments.
  • Work collaboratively with private school administrators and staff to ensure compliance with private school participation requirements.

Program Monitoring & Performance Evaluation

  • Develop systems to track grant deliverables program outcomes and performance indicators.
  • Analyze data to evaluate the effectiveness of grant-funded programs.
  • Ensure grant programs demonstrate measurable outcomes aligned with division strategic plans.
  • Prepare program reports and presentations for executive leadership and the school board.
  • Recommend continuation expansion or discontinuation of grant-funded programs based on program performance.
  • Oversee state and federal program monitoring visits and reporting requirements from grantor.

Leadership & Collaboration

  • Supervise grants personnel including Grants Analysts Coordinators or administrative staff.
  • Provide guidance and support to school administrators on grant planning and implementation.
  • Collaborate with curriculum instruction and operations departments to ensure coordinated grant management.
  • Participate in division strategic planning and budget development related to grant-funded initiatives.
  • Facilitate cross-department collaboration to maximize external funding opportunities.
  • Perform related work as required.

EDUCATION AND EXPERIENCE
  • Bachelors degree in public administration education finance business administration or related field.
  • Masters degree preferred but not required.
  • Experience in an educational setting is preferred but not required.
  • Experience managing federal education grants (Title I Title II Title III Title IV IDEA ESSER) preferred but not required.
KNOWLEDGE SKILLS AND ABILITIES
  • Knowledge of federal grant regulations including Uniform Guidance (2 CFR 200).
  • Knowledge of federal education funding programs and state compliance requirements.
  • Strong financial analysis and budget management skills.
  • Excellent grant writing and proposal development skills.
  • Ability to interpret federal and state regulations and apply them to school division operations.
  • Strong organizational project management and leadership skills.
  • Excellent written and verbal communication skills.

TRAVEL REQUIREMENTS
  • Some local and state travel are required to attend applicable grant conferences.
