Position Overview

This position is accountable for creating managing and implementing a taxonomy utilized within the departmentto help ensure that critical knowledge information and controlled departmental documents are widely accessibleand usable via the Information Resource addition this position coordinates with department officesand bureaus to determine information resources needs and determine acquisition timing and quantity. Thisposition works with communities of practice within the department especially non-engineering staff to identifyinformation needs for their areas of expertise and develop and advance acquisition strategies. This positiondevelops the annual budget for memberships and subscriptions and technical reference publications ( codes etc.). This position manages the American Association of State Highway and TransportationOfficials (AASHTO) committee appointments and oversees procurement and storage of AASHTO electronicpublications.

Essential Functions

  • Directs and administers the activities of the Knowledge Management Unit.
  • Creates manages and implements a taxonomy for transportation terms used within the department.
  • Ensures that critical knowledge information and controlled departmental documents are widely accessible and usable via the Information Resource Center.
  • Develops a coordinated policy to capture knowledge and employ knowledge management strategies within the Department in order to promote performance innovation the sharing of lessons learned and continuous organizational improvement.
  • Utilizes knowledge capture to assist bureaus Offices and Divisions with developing succession management and staff transition strategies that prevent a loss of institutional knowledge and/or functional efficiencies.
  • Recommends resource allocation and provides input on legislative changes to information management practices.
  • Trains motivates and evaluates subordinate personnel to ensure their effectiveness.
  • Performs duties in compliance with departmental safety all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Minimum Qualifications

  • Completion of a bachelors degree majoring in library science information management public administration project management or a combination thereof PLUS Four years of experience managing complex projects managing and implementing policies procurements or a combination thereof OR Twelve years of experience in public transportation public administration managing complex projects managing and implementing policies procedures or a combination thereof.
  • Two years of supervisory experience.

Preferred Qualifications

  • Proven ability to lead direct and manage staff.
  • Expertise in developing and administering knowledge management activities.
  • Working knowledge of agency programs and service objectives activities and operational systems.
  • Proficiency with the Microsoft Office Suite.
  • Knowledge of BidBuy or other procurement systems.
  • Ability to communicate effectively at various professional levels in both oral and written formats.
  • Good organizational leadership and self-motivational skills.
  • Ability to maintain cooperative relationships.

Conditions of Employment

    • Requires a valid drivers license.
    • Occasional statewide and out-of-state travel with overnight stays.
    • Requires successful completion of a background screening.
