Job Summary

Trans Mountain Corporation operates Canadas only pipeline system transporting oil products to the West Coast. We deliver approximately 890000 barrels of petroleum products each day through a dual pipeline system of more than 1150 kilometres of pipeline in Alberta British Columbia and Washington state.

Trans Mountain also operates a state-of-the-art loading facility Westridge Marine Terminal with three berths providing tidewater access to global markets.

As a federal Crown corporation Trans Mountain continues to build on more than 70 years of experience delivering operational and safety excellence through our crude oil pipeline system.

With our expanded pipeline system now in place Trans Mountain provides enhanced direct access for Canadian crude oil to world markets. Trans Mountain is seeking a collaborative motivated and values-driven individual to join our dynamic team as a Lead Construction Governance & this position you will act as the subject matter expert for construction management standards processes and best practices across Trans Mountains capital projects portfolio. You are responsible for developing and maintaining construction governance frameworks ensuring consistency compliance and execution excellence across all projects. You will provide direct support to project teams during front-end development phases guiding the creation of robust Construction Management Plans (CMPs) and ensuring alignment with corporate standards.

The successful candidate will lead construction inspection methodologies and standards and partner with execution teams to ensure compliance cost and schedule performance during construction. This position is instrumental in elevating quality safety and efficiency across construction operations embedding continuous improvement and innovation and fostering a proactive and consistent risk management culture organizationwide.

Key Responsibilities

  • Subject Matter Expertise
    • Establish and maintain standardized construction management standards processes procedures and best practices across all capital projects.
    • Benchmark performance against industry standards and drive adoption of innovative methodologies.
    • Create and maintain a repository of lessons learned case studies and guidance documents to support organizational knowledge sharing.
  • Front-End Project Support
    • Support project teams in the development of Construction Management Plans during early project phases.
    • Facilitate constructability reviews and risk assessments to optimize execution strategies.
    • Ensure integration of construction considerations into stage-gate processes and project schedules.
  • Construction Inspection
    • Develop and maintain inspection standards procedures and practices to ensure compliance with designs specifications industry codes and regulatory requirements and support contractor performance and efficiency.
    • Lead the inspection process from planning through execution including scheduling documentation and reporting.
    • Support execution teams in implementing inspection methodologies and identifying and resolving non-conformances.
  • Governance & Compliance
    • Drives adherence to corporate construction management standards and procedures during execution.
    • Conduct construction quality audits and performance reviews to identify gaps and drive continuous improvement.
    • Ensure strict compliance with HSE (Health Safety Environment) and construction quality regulations and company policies.
    • Support the gate review process by providing expert and objective review in the projects construction execution strategy estimates execution schedules and risks.
  • Capability Development
    • Serve as a guide for construction managers and inspectors providing structured guidance and training.
    • Design and deliver training programs workshops and onboarding curricula to accelerate competency development.
  • Stakeholder Engagement & Reporting
    • Act as the primary liaison between construction teams and senior leadership providing transparent updates and recommendations.
    • Coordinate with engineering procurement commissioning and operations teams to ensure seamless project execution.
    • Prepare and present detailed progress reports dashboards and executive summaries to support project teams and company leaders.
  • Innovation & Continuous Improvement
    • Utilize digital construction management tools (e.g. BIM project management software)
    • Evaluate emerging technologies and recommend integration into construction practices.
    • Conduct project reviews to capture execution lessons learned and integrate improvements into future projects.

Qualifications and Professional Experience

  • Postsecondary education in Engineering Construction Management or a related discipline; or an equivalent combination of education and relevant experience.
  • Minimum 10 years of construction management experience on major capital projects (oil & gas preferred; other energy or infrastructure considered).
  • Preferred Designations/Certifications/Licenses:
    • . or Equivalent Professional Engineering or CET Technologist designation
    • Pipeline Construction Inspector Certification (e.g. API 1169)
    • Graduate degrees are an asset
    • Project Management Professional (PMP) certification is an asset
  • Familiarity with technical trades and engineering disciplines for typical facility and pipeline construction projects e.g. civil mechanical electrical instrumentation and control piping etc.
  • Training in Quality Assurance Compliance Management and Continuous improvement and ISO 9001 would be considered an asset.
  • Familiarity with stage-gate processes project controls and regulatory compliance requirements.
  • Proven ability to develop construction management standards processes procedures and governance frameworks.
  • Strong knowledge of constructability principles inspection methodologies and quality assurance practices.
  • Strategic and analytical thinker.
  • Exceptional communication and influencing skills including experience interacting with senior leaders and executives.
  • Proven organizational skills with the ability to manage complexity ambiguity and shifting priorities and deadlines in fastpaced environments.
  • Highly organized detailoriented adaptable and able to work both independently and collaboratively.
  • Commitment to inclusive practices and a willingness to contribute positively to a supportive engaging and dynamic workplace culture.
