Job Summary and Purpose
The Director of Human Resources leads the Office of Human Resources for Stafford County Public Schools supporting employees from recruitment through retirement. This position is responsible for sustaining the offices culture of high expectations and customer service ensuring that systems processes and procedures support high quality staffing a welcoming environment for employees and legal compliance. The Director must be skilled at fostering an environment of collaboration and creative problem solving both within the Office of Human Resources and across other offices departments and schools to achieve the school divisions strategic goal to support and invest in all staff.
Work Objectives/Essential Functions
Department and Office Leadership
- Serve on the leadership team of the Department of Human Resources and Talent Development and contribute to the departments strategic direction aimed at continuous improvement.
- Anticipate evolving needs of employees and departments and works collaboratively to identify creative solutions.
- Assess knowledge skill and ability needs of office staff and plans aligned learning opportunities.
- Ensure that standard procedures for the office remain up to date and are well communicated with all stakeholders.
- Conduct regular reviews of division policies and regulations related to personnel.
Recruitment Staffing and Licensure
- Direct development of strategies to recruit and retain high quality educators and service personnel and monitors progress towards hiring goals.
- Ensure efficiency and accuracy of systems and procedures for licensure acquisition and renewal of the school divisions educators that require licenses through the Virginia Board of Education.
- Work with the Office of Talent Development to align talent development initiatives including pipeline programs and partnerships with institutions of higher education with identified staffing needs.
- Collaborate with the Department of Communications and the Office of Talent Development to support employee recognition initiatives and uphold a welcoming environment for returning staff.
Operations and Compliance
- Collaborate with the Department of Finance to execute contracting and compensation procedures based on the annual budget and School Board policies and regulations.
- Oversee work to maximize the benefits and efficiency of human resources information systems for all users.
- Evaluate practices and procedures within the office to ensure compliance with federal and state laws and regulations while maintaining efficiency and prioritizing strategic value.
- Ensure accurate maintenance of personnel data and submission of reports required by state law.
- Monitor implementation of employee relations protocols including grievance resolution misconduct investigations and non-renewal and dismissal recommendations to ensure a consistent application of established protocols and best practices.
