Job Summary
EMCOR Government Services has a need for aPricing SpecialistinAlexandria VA.This person will be part of the Business Development team and will lead the preparation of cost proposals for facilities management operations and maintenance bids. This position involves analyzing estimating pricing developing subcontracting requirements soliciting requests for quote packages (RFQ) reviewing quotes for reasonableness and providing solution recommendations. The candidate must be able to analyze and verify Performance Work Statement/Scope of Work Statement of Work (PWS/SOW) information track project progress and adhere to project pricing deadlines. Must be able to work independently and be self-motivated to accomplish and complete the assigned tasks and projects.

Essential Duties & Responsibilities
- Reviews PWS/SOW from clients verify accuracy and develop questions as needed to start solution development.
- Independently builds out Excel price models based on client submission requirements and internal corporate estimation methodology.
- Works with Operations and Technical subject matter experts (SME) to prepare basis of estimates (BOE) and pricing solutions in accordance with solicitation requirements.
- Partners with Procurement to assist in the creation and solicitation of RFQ packages to Third-Party Subcontractors tracks progress and determines the best organization for bid inclusion.
- Prepares & Analyzes Benchmarking Data to assist with the Labor / Material build up for Preventative Maintenance.
- Collaborates with Operations and Executive Leadership Team (ELT) to develop an optimized pricing strategy by identifying key levers that drive competitiveness
- Assists Proposal Team with pricing narratives price volume preparation and other price-related proposal submission requirements
Qualifications
- Must have advanced knowledge and skills with Excel
- Must have; excellent written/verbal communication skills.
- Degree in Engineering Finance Economics or Business desired with 4 years of experience leading price proposals.
- In lieu of a degree 5 to 10 years of experience providing facilities maintenance and repair pricing and cost estimating services.
- Estimating experience and background in facilities operations and maintenance or mechanical/electrical service industry is preferred
- Proven experience pricing complex Federal proposals and understanding of Federal acquisition regulations
- Attention to detail and ability to work under tight deadlines are essential
- Experience working with subcontractors and negotiating rate packages
- Knowledge of Shipley Process is preferred
- Must be able to work a minimum of on-site three (3) days per week in our Alexandria VA headquarters.
