Position Highlights

As an Indigenous Community Outreach Representative you will play a vital role in strengthening relationships between ICBC and Indigenous communities across British Columbia. Grounded in cultural respect trust-building and Reconciliation this position is dedicated to expanding equitable access to driver licensing and identification services for Indigenous Peoples particularly in remote and underserved communities where in-person services are limited.

In this role you will work in partnership with community members and leadership to reduce systemic and logistical barriers to licensing services. Your work will directly support individuals in obtaining and maintaining the mobility required for employment healthcare education cultural responsibilities and daily living contributing to safer roads and stronger more connected communities.

Key responsibilities include issuing and renewing drivers licenses and BC Identification cards administering knowledge tests supporting road test readiness and bookings processing reinstatements and renewals updating customer records and guiding customers through documentation requirements. Through community-based service delivery outreach education and one-on-one support you will help ensure processes are accessible clearly understood and delivered in a culturally safe and respectful manner.

This role reflects ICBCs Employee Expectations through professionalism accountability and integrity in every interaction. Success requires strong attention to detail and accuracy while operating in mobile community-based and non-traditional environments. You will apply active listening sound judgment and adaptable communication skills to support diverse customers including in complex or emotionally sensitive situations while maintaining cultural humility and a strengths-based understanding of Indigenous communities.

Position Requirements

We are seeking candidates who can deliver high-quality driver licensing services in partnership with Indigenous communities grounded in cultural humility accountability and relationship-based engagement.

Due to the nature of this role which involves direct service delivery within Indigenous communities and requires meaningful understanding of Indigenous histories governance structures and community protocols preference will be given to applicants who self-identify as First Nations Métis or Inuit and who bring lived experience cultural knowledge and established community connection relevant to this work.

This preference is applied in alignment with ICBCs commitment to reconciliation employment equity and building an workforce that reflects and serves Indigenous communities across British Columbia.

Successful candidates will demonstrate:

  • Strong face-to-face customer service experience including active listening emotional intelligence and the ability to navigate sensitive or complex interactions with professionalism.
  • Experience handling financial transactions processing documentation accurately and reconciling daily reports.
  • A demonstrated understanding of Indigenous cultural safety community engagement and/or lived experience working with or within Indigenous communities (formal training considered an asset).
  • A valid BC Drivers License with a clean driving record.
  • Willingness and ability to successfully complete Driver Examiner training (or currently be qualified in the role).
  • Eligibility to meet the requirements of the Criminal Record Review Act (CRRA)
  • Sound knowledge of driver licensing policies procedures and systems or the ability to quickly acquire this knowledge.

Knowledge/Technical Skills

  • Deep understanding of the unique histories cultures protocols values governance and lived experiences of First Nations Inuit and Métis Peoples in British Columbia including the ongoing impacts of colonization Residential Schools the Sixties Scoop and intergenerational trauma.
  • Familiarity with key frameworks and guiding documents such as the Truth and Reconciliation Commission Calls to Action United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) the National Inquiry into Missing and Murdered Indigenous Women and Girls and Two-Spirited Calls for Justice (MMIWG2S) culturally safe practices that support respectful service delivery to Indigenous clients and communities.
  • Deep understanding of ICBCs Reconciliation Action Plan and how driver licensing services align with Reconciliation goals.

Work arrangements defined:

  • Hybrid 8 you will work a minimum of 8 days in a 4-week period at your primary office headquarters (typically 2 days per week). The remaining days will be remote within British Columbia.
